The Mayor of the SOA Council launches an Open National Invitation to tender for the electrification of Andon, Nkoltsit, Mebougou and Nkolafamba localities in Soa municipality, Mefou and Afamba Division, Center Region.

The works under this bid constitute one lot.

Participation in this tender invitation shall be open to companies based in Cameroon.

Financing shall be with BIP resources allocated for fiscal 2017. IMPUTATION: 51 32 422 02 641184 2811 851               

The Bidding Documents may be consulted and obtained upon publication of this bid invitation at the SOA Council.The documents shall be obtained upon presentation of one recepisee testifying to the payment of a non-refundable deposit of XAF 65 000 (Sixty five thousand francs) payable to the Municipal Treasury of SOA Council.

12- Remise deS offres

Il est accordé aux soumissionnaires un délai de 20 jours à compter de la date de publication de l’AAO. (cf. Art. 21CM)

                Chaque offre rédigée en français ou en anglais en sept (07) exemplaires dont un (01) original et six (06) copies marquées comme telles, conformément aux prescriptions du DAO devra être déposé au Secrétariat Général de la Commune de Soa, au plus tard le 10 Août 2017 à 13 heures, heure locale.  

           Les documents constituant l’offre sont répartis en trois volumes ci-après qui sont contenus dans deux enveloppes fermées et scellées dont :

• Enveloppe A : Pièces administratives (volume 1) et Offre technique (volume 2) ;
• Enveloppe B : Offre financière (volume 3).

       Les deux enveloppes précitées sont placées dans une troisième fermée et scellée portant uniquement la mention :

14-  OUVERTURE DES PLIS

         L’ouverture des offres se fera en deux (02) temps.

          L’ouverture des offres administratives et techniques aura lieu le  10 Août  2017 à 14 heures dans la salle des Actes de la Mairie de Soa.

         Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une seule personne de leur choix ayant une parfaite connaissance du dossier et dument mandatée.

         A l’issue de l’analyse des offres administratives et techniques, l’ouverture  des offres financières sera réalisée dans les mêmes conditions, à une date ultérieure qui sera communiquée aux soumissionnaires ayant eu le dossier administratif conforme et  obtenu une note technique  égale ou supérieure  à 70 points sur 100.

The maximum deadline for each execution of the works shall be three (03) months. 

 VISIT OF SITE

For a better appreciation of work has to carry out, it is envisaged the guided visit of tenderers.

Each bidder shall enclose in their administrative documents a provisional guarantee of XAF 800 000 (Eight hundred thousand francs); issued by a first class banking institution approved by the Minister in charge of Finance.

Under pain of rejection, the provisional guarantee shall be obligatorily produced in its original dated not more than 3 (three) months.

For unsuccessful bidders, the provisional guarantee shall be released 30 (thirty) days after the bid validity deadline. For successful bidders, the provisional guarantee shall be released only after constitution of the definitive guarantee.

Under pain of rejection, the administrative documents required shall be produced in their originals or true copies certified by the issuing services, in accordance with the provisions of the Special Tender Regulations. The documents shall be dated at most 3 (three) months or must have been established after the date of publication of this bid invitation.

The duly signed and stamped bid in accordance with the specimen contained in the bidding package, shall state costs in XAF inclusive and exclusive of taxes.

The opening of bids shall be done in one phase on the 12^th April 2017 as from 14p.m, local time, by the Tenders Board  of the Soa Council. Only bidders or their duly authorized and well informed representatives shall attend this session.

Eliminatory criteria

• false declaration or forged documents;
• non-compliance of Bid with the specifications of the Bidding Documents in accordance with the provisions of article 28 of the General Tender Regulations;
• omission in the bid of a quantified unit price;
• non-justification of execution of an building construction project ;
• Lead contractor : civil engineering bachelor ;
• bid scoring less than 13 positive elements in the technical assessment;
• omission of sub-detail of a quantified unit price;
• lack of site visit attestation

The contract will be attributed to the bidder presenting the least tender and for filling the technical capacities and administrative required.

The bids shall be valid for 90 (ninety days) with effect from their submission deadline.

Additional information may be obtained from the Soa Council.

 AMENDMENT TO THE BID INVITATION

The Mayor of the SOA Council reserves the right, if warranted; to subsequently amend this bid invitation.
