The Director General of the Telecommunications Regulatory Board (TRB) is launching a Call to Tender to National Companies for the provision of 1800 (one thousand and eight hundred) customized diaries 2018 to TRB in two lots:
- Lot 1: 200 (two hundred) Detachable Africa desk diaries (luxury leather goods);
- Lot 2: 1000 (one thousand) nested and quilted Africa desk diaries, and 600 (six hundred) nested and quilted square desk diaries.
The service is defined in the specification; quantities and estimate sheet contained in this tender file that interested candidates are requested to fill in with appropriate figures.
The estimated cost at the end of preliminary studies is thirty million (35 000 000) F CFA distributed as follows:
- LOT 1: Fifteen millions (15 000,000) Francs CFA;
- LOT 2: Twenty millions (20 000,000) Francs CFA;
The provisions which constitute the purpose of this tender notice are divided in two lots as follows:
- Lot 1: 200 (two hundred) Detachable Africa desk diaries (luxury leather goods);
-Lot 2: 1000 (one thousand) nested and quilted Africa desk diaries, and 600 (six hundred) nested and quilted square desk diaries.
This call to tender is opened to Cameroonian companies specialized in the provision of diaries.
The services under this call to tender shall be financed by the TRB budget, 2017 fiscal year, budget line 612 080"Announcements, Gadgets an Advertisements."

The Tender File\prepared in English or French may be obtained from the Contracts Unit of TRB, upon presentation of a receipt of payment of a non-refundable fee of FCFA 50,000 (fifty thousand francs), deposited in the special tender account No. 335988 of the Public Procurement Regulatory Agency (ARMP) opened in BICEC in the branches of all Regional capital cities and those of the towns of Limbe and Dschang.

The maximum deadline provided by TRB is Thirty (30) days from the notification of the order sheet
Each bidder shall join in his/her administrative documents, a bid bond issued by a first-rate bank approved by the Ministry of Finance, amounting to:
- LOT 1: Three hundred thousand (300,000) Francs CFA;
- LOT 2: Four hundred thousand (400,000) Francs CFA;
The bid bond shall be valid for Thirty (30) days beyond the original date of validity of tenders.
Under pain of rejection, the administrative documents required must be produced in originals or certified true copies by the issuing authority or an administrative authority(Sub-divisional Officer, Divisional Officer, ...), in accordance with the provisions of the Special Tender Regulations. They must be dated less than three (03) months.
Any bid not meeting the requirements of this Notice and Tender file will be declared inadmissible. In especially, the absence of a bid bond issued by a first-rate bank approved by the Ministry of Finance or failure to abide by the templates in the Tender File shall lead to outright rejection of the offer on a no-recourse basis.
The opening of bids will take place in one session that will hold on 25 May 2017 at 1pm, local time by TRB’s Internal Tender Board, in the conference room located at the Head Office of TRB, Nouvelle route Bastos in Yaoundé, in the presence of bidders or their duly authorized representatives.
Only bidders or their duly authorized representatives holding a proof of their mandate and having a sound knowledge of the file can attend the opening of bids session.
Eliminatory criteria :
Incomplete administrative file;
- Forged document or false declaration ;
- Absence of sampleper lot;
- Technical score below 80% of YES.
Essentials criteria:
The evaluation of the technical bids will be made following the binary system (Yes/No) based on the essential criteria below:
Presentation of tenders;
- References for similar services;
- Compliance with technical characteristics following the description of the supply;
- Financial capacity of the tenderer: Turnover ≥ 20 million CFA francs;
- Deadline for delivery.
Only bidders who obtain at least 80% of ″YES″ from the so called essentials criteria will be allowed for financial analysis.
The contract will be awarded to the lowest bidder who will have a minimum technical score of 80% of YES.
Tenderers are bound by their tenders for 90 days from the deadline for submission of tenders.
