Within the framework of executing the 2024 public investment budget allocated to SOWEDA by the Ministry of Agriculture and Rural Development (MINADER), the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Supply and Installation of an Automated Weather Information Station at Obang Seed Multiplication Centre (Manyu Division), By Emergency Procedure.
The services related to this contract shall comprise the Tender for Supply and Installation of an Automated Weather Information Station as described in the technical specifications given below.

Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are experienced in the Supply and Installation of a Weather Station which fulfill the requirements of this invitation to tender.
The supplies which are subject of this invitation to tender shall be financed by MINADER 2024 Public Investment Budget; Line: MlNADER/P1B/SOWEDA/2024.
Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working houss (7.30 a.m. to 3.30 p.m.).
The tender file may be obtained from the same address above, as soon as this notice is published against payment of the sum of 20,000 (twenty thousand) francs CFA, payable into the CAS-ARMP Account opened in any BICEC Bank Branch.
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of Administration and Finance) South West — Buea, against a receipt not later than 09/09/2024 at 10.00 a.m. local time and labelled as follows:

The maximum deadline provided for the supply and installation of the weather station and the training of 02 (Two) SOWEDA is fixed for 02 (Two) months. The item shall be delivered and installed at the SOWEDA Seed Multiplication Centres in Obang (Manyu Division.
Each bidder shah include in their administrative documents a bid security (in conformity with the model given in the annex) amounting FCFA 300,000 (three hundred thousand francs).
The bid security must be issued by a banking or insurance institution approved by the Ministry of Finance (see list in the annex)

The bids shah be opened in a single phase on 09/09/2024 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internal Tenders Board. Only bidders may attend or be represented by a duly mandated person.

Financial capacity below 50% of the amount of the project;

The cbntract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidder.
Bidders shall be bound by their bids for a period of 90 (ninety) days effective from the date of opening of bids.
