Within the framework of the execution of the 2024 budget, the city Mayor of the Bamenda City Council, Contracting Authority, hereby launches on open National Invitation to tender for the maintenance of some earth roads in Bamenda III sub-Division

The work to be done consist of

100 – site installation

 200 – cleaning and earthwork

300 – drainage works

400 – displacement of net

The estimated cost after preliminary studies is 35.816.499 (thirty-five million, eight hundred and sixteen thousand four hundred ninety nine) CFAFRANCS.

The roads as in the table below are regrouped in a single lot

Participation to this invitation to tender is open under the same condition to all to Cameroonian companies and business persons that have proven experience in the field to building construction and public works and provided they are compliance with the Cameroonian laws

The work subject of this invitation to tender shall be financed by Bamenda City council 2024 Budget head 610107

Each bid drafted in English or French  shall be signed by the bidder or by a duly authorised representative and in 06 (six) copies including 01 (one) original and 05 (five) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes ( A  administrative file B technical file C financial file) the sealed pack shall bear no informatoiona on the enterprise ans shouls reach Bamenda City Council should reach Bamenda City Council on or before 28/08/2024 not later than 10;00 am local time and should carry the inscription:

 “To be opened only during the bid-opening session”

The maximum deadline provided by the Contracting Authority for the execution of the works which is the subject of this invitation to tender is two  (02) calendar months

Each bidder must include in his administrative documents, a bid bond or its equivalent that respects the models of this tender file issued by an approved bank or an insurance company, (see list in document N0 12 of this tender file) of an amount seven hundred and sixteen thousand three hundred and thirty (716 330) CFA Francs, valid for thirty (30) days beyond the date of validity of bids. Bid bond of unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of unsuccessful bidders shall be retained until the required performance guarantee to goods execution is provided

For fear of being rejected , only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the special regulations of the invitation to tender. They must obligatorily be be no older than 3 months preceding the date of submission of bids or maybe established after the signature of the tender notice except CNPS with validity of one month

 Any bid not incompliance with the predcrition of the tender file shall declareinadmisible. This refers especially to the absence of a bid bond issued by a first rate bank approved by the Minister in charge of Finance.

The opening of the bids in a one phase shall be done on the 28/08/2024 at 11.00 am prmpt in the conference hall of the Bamenda City Council by the internal Tenders Boards may attend or may be duly represented by a mandated person of their choice

1.      Evaluation criteria

The evaluating of bids shall be carried out in three stages;

·          

·         1^st stage. Verification of the conformity of each administrative document

·         2^nd stage. Evaluation technical bids

·         3^rd stage. Analysis of financial bids

The criterial of evaluation shall be as follows;

·        Absence of the bid bond or its equivalent

·        Deadline of execution more than the prescribed

·        False declaration or  falsified document

·        Non-compliance with bid model

·        Omission of a qualified task on the bill of quantities and cost estimates

·        Technical mark of less than 80%

·        Acceptance on the condition of the contract

Main qualification criteria the criteria relating to the qualification of candidates could indicatively be on the following;

·        Financial situation

·        Experience

·        Personnel

·        Equipment

·        Methodology/organisation of the site

The contract will be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of technical quality and lowest bid, confer article 99 of public contract code

Bidders will remain committed to their offers  during the period of ninety (90) days from the deadline set for the submission of bids.
