The General Manager of the Advanced Institute of Public Management (AIPM) hereby launches an Open National Invitation to Tender for the supply of computer equipment to the Advanced Institute of Public Management.

The supply shall consist of the following computer equipment:

- 6 inverters;

- 5 LaserJet printers;

- 1Mikrotik;

- 1 universal laptop charger adapter Power Star;

- 1 access point TL-WA801ND Wifi;

- 6 laptops

- 3 video projectors;

- 5 Wireless PowerPoint Presenter Pen Laser TARGUS;

- 2 HP 280 GA MT Office Computers;

- 1 access point Nanostation;

- 4 adaptator NANO USB WIFI TP LINK TL-WN725N

  According to the specifications contained in the description of the supplies.

The estimated cost of the operation as provided for by the project owner is 10, 000, 000 (ten millions) FCFA.

Participation in this invitation to tender is open to enterprises or companies based in Cameroon, specialized in the supply of computer equipment and proven experience in the supply of such equipment.

The services related to this invitation to tender shall be financed by the PUBLIC INVESTMENT BUDGET of AIPM for the 2017 financial year and budget head 22 23 00.

The Tender File shall be consulted during working hours at the Secretariat of the General Manager of AIPM, at Quartier Nylon-Bastos, Tel: 222 20 46 36/ 222 21 20 65; Fax: 222 21 51 50.

The file shall be obtained during working hours at the Secretariat of the General Manager of AIPM, at Quartier Nylon-Bastos, Tel: 222 20 46 36/ 222 21 20 65; Fax: 222 21 51 50, as soon as this invitation to tender is published, upon presentation of a receipt of payment of a non-refundable sum of fifty thousand (50,000) CFA francs, into the special account of CAS-ARMP opened at the BICEC Central Branch (Account No.33 59 88.).

Each bid written, in English or French, shall be presented in seven (7) copies, including one  original and six (6) copies labeled as such and shall reach the Secretariat of the General Manager of AIPM, at Quartier Nylon-Bastos, not later than 23 MAY 2017   at 1 p.m. They shall be labelled:

“OPEN NATIONAL INVITATION TO TENDER No 001/AONO/SMP/CIPM/2017 OF 19 APRIL 2017

FOR THE SUPPLY OF COMPUTER EQUIPMENT FOR THE ADVANCED INSTITUTE OF PUBLIC MANAGEMENT”

“TO BE OPENED ONLY DURING THE BID OPENING SESSION”

The maximum deadline for delivery is thirty (30) days from the date of the issuance of Administrative Order to supply the equipment.

Each bidder shall include an administrative file whose composition is contained in the special regulations of the consultation. The administrative documents must be imperatively submitted in originals or true copies certified by the competent services and must not be more than three (3) months old.

Any tender that does not comply with the model for documents in this consultation will be simply rejected without appeal.

The opening of bids will be done once, on  23 MAY 2017 at 2 p.m, by the Tenders Board of AIPM, in the conference room of AIPM.

Only mandated representatives of joint ventures may attend this bid opening session or be represented by a person of their choice duly authorized and having a perfect knowledge of the file.

11.1 Eliminatory criteria:

 Bids not meeting the following criteria will be automatically eliminated:

1- Absence of a document from the administrative file;

2 - False declaration or falsified documents;

3- Non-conformity with technical specifications of the Tender file;

4- Absence of a quantified unit price;

5- Absence of prospectus with the detailed description of the supplies proposed;

6- Non satisfaction of at least five (5) of the six (6) essential criteria.

11.2 Essential criteria: 

 The following essential criteria will be evaluated following the (yes/no) binary method:

1-     Presentation of bids: respect order arrangement of parts and each offer separated   

 by color dividers;  

2- Have carried out at least two contracts for the supply of equipment for in the last two years (2015-2016), first and last page of the Registered Contract, together with the receipt certificate;

3- Guarantee: Guarantee period of equipment greater than or equal to six (06) months;

4-   Financial capacity not less than 10,000,000 FCFA;

5- Schedule and delivery time of less than 30 days;

6- Condition of Acceptance of Contract Clauses: Special Conditions of Contract (SPC) and Technical Specifications) completed, initialed and signed;

NB: Only those bidders who have fulfilled five (5) of the six (6) essential criteria will be deemed as technically qualified and accepted for financial analysis.

The contract shall be awarded to the bidder who has met all the eliminatory criteria and whose financial bid is evaluated as the lowest.

The bidders shall be bound by their bids for a period of ninety (90) days with effect from the deadline set for the submission of bids.
