The Cameroon Telecommunications company (CAMTEL) for the 2017 budgetary year, hereby launches an Open National Invitation to Tender for the supply of small mono cables, aerian optical cables and others accessories(emergency procedure).

The tender concerns the supplyof :

- 50 Patchcords Mono OS1/2 9/125 DPLEX LC/SC1M ;

- 500 Optical dualfiberPatchcords Mono SC/SC, LG : 5M LSZH ;

- 70 000 Meters of aerial optical cable G652Dautocarrier and out the way conduct

- 50 Pigtails SC MONO OS1/2 9/125 APC 1M ;

- 10 000 Drop cable 2FO Mono G657A1 ;

This invitation to tender shall be open to all companies with proven experience, knowhow and financial capability in the execution of projects of this nature, submitted to the financial regime of real.

The cost of supplies hereby concerned shall be borne by the CAMTEL’s 2017 budget on a provisional amount of 249 000 000 CFAF.

Tender documents may be obtained during working hours at the Department of Procurement and property of CAMTEL (Sub-Department of Procurement and Contracts), 6th floor of the Head office building, Room 602, P.O. Box 1571 Yaoundé, Tel : (237) 222-23-40-65, (237) 222-23-70-53; Fax (237) 222-23-03-03upon publication of this invitation to tender and upon presentation of a receipt showing payment of the non-refundable sum ofone hundred and fifty thousand (150 000) francs CFA being payment of the tender document, made in the special CAS-ARMP bank account at BICEC branches. Upon withdrawal of the tender documents, registration of all Bidders is obligatory and their complete address (postal address, telephone numbers) must be made available. All bids must comprise this receipt.

Tenders, which are to be drafted in English or French, submitted in 7 (seven) copies (that is 1 (one) original and 6 (six) copies) and well-labeled as such, should be deposited at the Department of Procurement and property of CAMTEL (Sub-Department of Procurement and Contracts), 6th floor of the Head officebuilding,Room 602 against a receipt not later than17/05/2017, at 13:00 noon.

Tender documents should be put in 2 (two) separate envelopes as follows:

             I – Envelope 1 - Technical proposals and administrative documents;

            II - Envelope 2- Financial proposals.

The two envelopes should be sealed and put in one large, anonymous, sealed envelope, bearing solely the following inscription:

FOR THE SUPPLY OF SMALL MONO CABLE, AERIAN OPTICAL CABLES AND OTHERS ACCESSORIES (EMERGENCY PROCEDURE)

TO BE OPENED ONLY AT THE TENDER-OPENING SESSION”

The maximum time limit for the project implementation envisaged by the Project Owner is one hundred and twenty (120) days.

Every Bidder is required to furnish alongside its administrative documents, a bid bond issued by an insurance company or a first class bank accredited by the Ministry of Finance thus the name features in the 12^th document of the tender file specifying the amount of three millions (3 000 000) francs CFA, valid for 30 days after the initial validity date of the tender.

Upon pain of rejection, all required administrative documents must be originals or certified true copies, signed by the issuing service in accordance with the specific rules and regulations governing Tender.

They must be less than three (03) months old preceding the date of deposit of the tender or should have been issued prior to the date of the signing of the invitation to tender.

The tenders shall be opened once in the Meeting Room of Camtel’sTenders Board (CIPM) on17/05/2017 as from 14:00 local time by the Tender Board Commission

Only Bidders or their duly authorized representatives, having a good knowledge of the file as well as a mastery of the rules and regulations governing public contracts, notable the decree 2004/275 of September 24, 2004 instituting the Public Contracts Code and its modifications thereto contained in the decrees of March 2012, will be authorized to witness the Opening of Tenders.

13.1. Elimination Criteria

Tenders will be rejected on the following grounds:

• Absence of a required administrative document ;
• Absence of a required technical document;
• Non-compliance of the financial offer (with the required documents);
• Non-compliance of administrative document after the delay stated by tenders board following  the Opening of Tenders;
• False declaration or falsification of documents;
• Omission of a unit price quantified in the financial offer.

13.2. Qualification Criteria

Main qualification criteria of candidates shall be based on the following:

a)  Annual turnover during the last three years   ≥ 150 000 000 FCFA                  Yes/No;

b)  Conformity to technical specifications                                             Yes/No;

c)  Bidder’s references                                                                                                     Yes/No;

d)  Time table and execution deadline                                                                          Yes/No;

e)  Authorization, agreement of the firm or ISO certificate                                        Yes/No;

f)  Presentation of offers                                                                                                  Yes/No;

g) Guarantee of the concerned furnitures (06 months)                                    Yes/No.

NB: Only Bidders who would have scored 06Yes over 07 on the above criteria including the b, the d and the g will qualify for the financial evaluation.

Contract(s) will be awarded to Bidders who will present a financial proposal that will be judged (less cost effective) and at the same time comply with the technical and administrative criteria.

Bidders remain bound by their bid for 90 days from the submission date.

Article 17. SUPPLEMENTS TO THE TENDER

Camtel’s General Manager has the reserved prerogative to modify the present Tender any time need arises.
