Within the framework of the execution of the 2024 NASLA Budget,the Director General of NASLA (Contracting authority),hereby launches,by the emergency procedure,an Open National Invitation to Tender N°O8/ONIT/NASLA/NITB  /2024 OF 04/09/2024 FOR THE PRODUCTION AND SUPPLY OF TABLES AND CHAIRS FOR CLASSROOMS AT THE NATIONAL SCHOOL OF LOCAL ADMINISTRATION (NASLA),BUEA

The service consists in the production and supply of 250 tables and 500 chairs for classrooms at the National School of Local Administration (NASLA),Buea.

The total estimated cost of the project after preliminary studies is forty five million (45000000)FCFA

The service is in one single lot.

Participation in this invitation to tender ls open to all registered Cameroonian enterprises,with the necessary

technical,financial and legal capacities.

The works which form the subject of this invitation to tender shall be financed by:NASLA BUDGET BUDGETARY LINE:105T02222700.

The tender file may be consulted during working hours (7:30 AM-4:30 PM)in NASLA at the Service of Contracts (New archive building),upon publication of this tender notice.

The tender file may be acquired from the Service of Contracts (New archive building),of NASLA as soon as this notice is published and upon presentation of a non-refundable receipt bearing the amount of seventy thousand (70,000)  FCFA paid into Account No 0680033598800001-89 AT BICEC in the name of CAS-ARMP.

Each bid drafted in English or French shal be signed by the bidder or by a duly authorized representative and presented in seven (07)copies including the original and six (06)copies marked as such.These shall be submitted in one sealed pack containing three (3)envelopes;(A:Administrative fle,B:Technical file,C:Financial file).The sealed packshall bear no information on the enterprise,and should reach the Service of Contracts (New archive building), latest the 27109/2024 at 10:00 am local time and should carry the inscription:

Envelop A:administrative documents;

Envelop B:technical offer,

Envelop C:financial offer.

These three (03)envelops willbe put in a fourth one which shallbe labelled imperatively as follows:

The deadline provided by the Project Owner for the execution of the production and supply is Forty five (45)days from the date of notification of the service order to start the supply.

Each bidder must include in his Administrative Documents a bid bond of nine hundred thousand (900000)FCFA. This must be issued by a bank recognized by the Ministry of Finance,as specified on Document 11 of this tender file and valid for thirty (30)days beyond the date of validity of bids.Administrative documents must be less than three months old and must not be signed after submission of the bids.Only orginals or copies cerified  by the competent administrative authorities (Senior Divisional Officers,Divisional Officer,etc,)including the bid bond,should imperatively be produced.Bids which fail to comply with this requirement will be rejected. Any bid which does not conform to the prescription of this invitation to tender shall be declared inadmissible. Particularly,the absence of the bid bond.

Under penalty of being rejected,only orginals or certified true copies by the issuing service or administrative authorties (Senior Divisional oficer,Divisional Oficers)must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorly be not older than three (03)months preceding the date of submission of bids or may be established  after the signature of the tender notice.  Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be opened in a single phase. The opening of administrative documents,technical and financial bids will be on the  27/09/2024 at 11 am prompt local time by the National School of Local Administration (NASLA)Internal Tender's Board in the hall of the Major Only bidders may attend or be represented by a mandated person.

1.      Eliminatory critenia

They are especially.

-  Absence or an inadequate of bid bond;

-  Deadline of execution more than the one prescribed in the tender file.

-  False declaration or falsified or scanned documents;

-Omission of a quantfieditem on the bil of quantties and cost estimates

-Non-Satisfactory mark of Seventy (70)%of the main qualfication crteria.

-Absence of attestation of guarantee of at least six (06)months for the tables and chairs.

ii.       Essential criteria

The evaluation crniteria related to the qualification of bids wil be binary as follows:

The non-respect of Seventy (70)%of the above criteria shall cause the elimination of the bid.

The Jobbing order shall be awarded to the lowest bidder whose bid is in conformity with the dispositons ofthe tender file and on the basis ofthe lowest bid and technical qualty,in accordance with aricle 99 of the public contracts code.

The bidders shall remain committed to their offers/bids for a period of ninety (90)days from the deadine set for the submission of bids.
