Within the framework of investment projects, the Mayo-Tsanaga Divisional Delegate of Public Contracts, hereby “Contracting Authority”, launches an invitation to tender for the supply of didactic equipment in HINA Subdivision, in Mayo-Tsanaga Divisional, Far-North Region.

The required works of this contract include the supply of didactic equipment in HINA subdivision department, in Mayo-Tsanaga Division, Far-North Region.

The estimated cost of the operation is seven million five hundred thousand francs (7.500.000)

Participation in this invitation to tender is open to all enterprises of Building and the Public Work, installed in the national territory and submitted to any fiscal regime.

The works described in this invitation to tender are financed by the BIP of the year 2024

The file may be consulted during working hour at the following address: Secretary of divisional delegate, Contracting Authority, situated at the Mayo-Tsanaga Divisional Delegation.

The file may be obtained from the Secretary of the Mayo-Tsanaga Divisional Delegate of Public Contracts, Contracting Authority. The withdrawal of the file is done with the presentation of non-refundable receipt of a sum of fifty thousand (15 000) CFA francs payable at the HINA Council Treasury.

The maximum delivery deadline provided by the Contracting Authority is tree (3) weeks (20 days)

Each bidder must include in this administrative documents, a bid bond issued by a first grade bank approved by the Ministry in charge of Finance featuring on the list in document 12 oh the tender file of an amount of one hundred and fifty  thousand francs(150.000) francs CFA valid thirty (30) days beyond the validity of the offers. Under pain of being rejected, only originals or true copies certified by the issuing services or administrative authorities of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the invitation to tender. They must obligatorily ne older than three (3) months or must not be produced after the signing of the tender file.

Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first grade bank approved by the Ministry in charge of Finance or the non-respect of the tender file documents models shall lead to a pure and rejection of the offer without any appeal being entertained.

The bids shall ne opened in single phase. The opening of the administrative, technical and financial documents shall take place on the 10/10/2024 at 10 hours local time by the Tenders Board of Mayo-Tsanaga Delegation.

1.       Main eliminatory criteria

The main relative criteria to the elimination of the offers of the candidates are defined as follow:

-          The mentions or signs of identification on the offers;

-          The not constitution of the offers in three (03) different volumes;

-          The incomplete or not compliant offers in the CDQ;

-          The invalided administrative pieces;

-          The technical offer not compliant to the technical of the CDQ (Methodology and execution of work: Note technique retailed concerning the organization of work, detailed Planning of execution of works);

-          The offer of the unqualified tendered to the involvement to the call of offers will be rejected.

Bidders will remain committed to, their offers for 90days from the deadline set for the submission of tenders.
