Construction works of the solar energy borehole in the DDEPAT-BTOS in the BANGANGTE Sub Division, NDE Division, Western Region

•       Construction and installation of one (01) borehole;
•       Construction of a 5 m3 storage system, 10 m high, including all fittings;
•       Supply and installation of a solar pump;
•   Supply and installation of a discharge pipe, including all associated work;
•       Connection of the distribution pipe to the delegation building;
•       Disinfection and commissioning of the network;
•       Awareness-raising and training of one (01) artisan repairer to maintain the work.

The estimated cost (including taxes) of the operation after preliminary studies is 15 000 000 (fifteen million) CFA francs for the first phase.

The work is subdivided into one lot.

Participation in this Invitation to Tender is open to companies incorporated under Cameroonian law with expertise in the field of hydraulics.

The work covered by this invitation to tender will be financed by the Public Investment Budget for fiscal year 2024.

Upon publication of this Notice, the Tender Documents may be consulted during working hours at theBangangte Senior Divisional Office, (Economic and Financial Service Affairs).

Each tender, drawn up in French or English, in seven (07) copies including one (01) original and six (06) copies marked as such, must reach the Prefecture of Bangangte, (Economic and Financial Service Affairs), no later than 07/10/2024 at 09 hours, local time, deposited against a receipt and must be marked as follows:

FOR THE CONSTRUCTION WORK OF A DRILLING WITH SOLAR PANEL AT DDMINEPAT-NDE IN THE BANGANGTE SUB DIVISION, NDE DIVISION, WEST REGION (Phase 1) 

"TO BE OPENED ONLY DURING THE OPENING SESSION"

The maximum execution time planned by the project owner for the completion of the work is three (03) months.

Each bidder must attach to its administrative documents a bid bond conforming to the attached model, issued by a first-class bank approved by the Ministry of Finance and listed in Exhibit 13 of the DAO, in the amount of 300,000 (three hundred thousand) CFA francs and valid for 30 days beyond the original bid validity date.

The other required valid administrative documents must be produced in originals or certified copies by the issuing department, in accordance with the stipulations of the Special Rules for Invitations to Tender, failing which the tender will be rejected.

They must be dated less than three months prior to the original tender submission date, or have been drawn up after the date of signature of the tender notice.

Any bid that does not comply with the requirements of this notice and the tender documents will be declared inadmissible. In particular, the absence of a bid bond issued by a 1st class bank approved by the Minister of Finance.

NB: The contracting authority or the awarding committee reserves the right to ask bidders to submit original documents at any stage of the award procedure. Failure to do so may result in disqualification

Tenders will be opened in one step. The administrative documents and the technical and financial bids will be opened on 07/10/2024 at 10:00 by theNde Divisional Commission for the Making of Public Markets.Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

1.    Elimination Criteria:

Elimination Criteria:

-      Being under the cost of termination (article 102 of the Public Procurement Code);

-      Failure to satisfy at least 70% of the criteria in the analysis of the Tenders;

-      Omission of a quantified unit price in the Financial Offer;

-      Misrepresentation, falsification or scanning of documents;

-      Certification of previously certified documents;

-      Absence of bid bond.

2.    Essential criteria:

Technical bids will be evaluated according to the binary system (yes/no) on the basis of the essential qualification criteria below:

a)      Financial situation (2 yes)

-      Conforming unit price sub-details;

-      Unit price schedule in figures and letters.

b)     Company references (5 yes)

Ø  Company's general experience in the field of hydraulics

Number of contracts carried out over the last three years (≥1 qualifies for one yes; ≥3 qualifies for one yes; ≥5 qualifies for 1 yes; = (3 yes)

Ø  Company's specific experience in the construction of solar-powered boreholes

To have satisfactorily completed contracts for the construction of solar-powered boreholes, for 1 contract gives value to a yes; for 2 contracts gives value to a yes, for 3 contracts gives value to a yes.

c)      Company management staff ; (6 yes)

d)     Site equipment to be mobilized; (6 yes)                        

e)      Site equipment to be mobilized; (at least 6 yes)

Rental contracts must be attached; vehicle registrations certified by a competent authority (Transport Department); (one yes for each justification)

Ø  Socio-environmental aspects = 1 (one) yes.

Ø  Illustrative site visit report with photos = 1 (one) yes;

g)      Presentation of the offer. (2yes)

·         Respect the order of the parts.

Only bids with at least 70% yes votes will be admitted to the financial analysis.

Tenderers remain bound by their offer for a period of ninety (90) days from the date set for the submission of tenders
