Within the framework of the Funding Agreement between FEICOM and BAFUT Council for the execution of the Public Investment Budget of the 2024 financiaL year, the Mayor of BAFUT Council, hereby launches an open national invitation to tender for THE COMPLETION OF WORKS FOR THE CONSTRUCTION OF A CEREMONIAL HALL AND FENCE in BAFUT Council, MEZAM Division of the North West Region by Emmergency Procedure
The works comprise notably:
- Studies - site installation
- Earthworks
- substructure -foundations concrete/masonry works
- Super structure Roofing works
- Tillingworks
- Wood works
- Metallic works
- Aluminum works Painting works
- Electricial installation
- Plumbing sanitary installation
- External works
The estimated cost after preliminary studies is Ninety-nine Million Four Hundred Fourteen Thousand Six Hundred and Seventy-One (99,414,671) FCFA all taxes inclusive.
The works is in a single lot for the completion of works for the construction of a ceremonial hall and fence in Bafut Council, Mezam Division of the North West Region by emmergency procedure .
Participation to this invitation to tender is opened to ca,meroonian interprises that are in compliamnce with the fiscal law.
The said works shall be financed jointly as per the convention signed between FEICOM and BAFUT Council assigned to the Mayor BAFUT Council as Authorising Officer with the budgets of 2024 assigned to the Mayor in the Funding Agreement.
Each offer drafted in English or French in seven (07) copies including one (01) original and six (06) copies should reach the Bafut Council Internal Tenders Board Secretariat not later than 04/10/ 2024 at 10am local time and should carry the inscription

BY EMERGENCY PROCEDURE
“To be opened only during the bid-opening session”
The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is five (05) calendar months, as from the date of notification to start work.
Each bidder must include in his/her administrative documents, a bid bond that respects the models of this Tender File, issued by a first-rate banking establishment approved by the Ministry in charge of finance whose list is found in document No.02 of the Tenfer File, of an amount of One Million Nine Hundred and Eighty-Eight Thousand Two Hundred and Ninety-Three (1,988,293) FCFA, valid for thirty (30) days as from the date of validity of the offers. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required performance guarantee for good execution is provided.
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.
Bids will be received and opened on the 24/10/2024 at 10:00am and 11:00am respectively in the conference hall of the Bafut Council, by the Council Internal Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.
The bids shall be evaluated according to the main criteria as follows:
A. Eliminatory criteria
1. Absence or insufficient bid bond.
2. Non respect of 48hrs given for the absence or non-conformity of an element in the administrative file;
3. False declaration or falsified documents;
4. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
5. Incomplete bids;
6. Absence of a quantified unit price;
7. Score of less than 75% of essential criteria;
8. Financial capacity below a third of the project
9. Deadline for delivery higher than prescribed
10. Incomplete bids
11. Change of quantity or unit in the financial bids
12. Mismatch of quantities in the sub details and the unit price
13. Mismatch of unit price in the sub detatils and the unit price schedule
B. Essential criteria
NB. Pursuant to circular letter No.00005/LC/MINMAP/CAB of 26/12/2023, bidders with certified true copies of the certificate of categorisation shall not submit in their TECHNICAL FILE documents relating to ; Their turnover, References of the company, own minimum technical and Logistics means ,permanent staff and head office location.
1- General presentation of the Tender;
2- Financial capacity
3- References of the company in building construction;
4- Quality of the personnel;
5- Technical organization of the works;
6- Safety measures on the site;
7- Logistics;
8- Attestation and report of site visit signed by the Contractor;
9- Special Technical Clauses initialled on all the pages and signed at the last page;
10- Special Administrative Clauses completed and initialled on all the pages and signed at the last page.
This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of at least 75% of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 75% of the essential criteria.
Bidders will remain committed to their offers for ninty (90) days from the deadline set for the submission of tenders.
