The Mayor of Yaoundé 3^rd council, launches for his municipality an open invitation to tender, for the pre selection of a consultancy firm/ grouping of firms having to take part in the invitation to the restricted tender relating to the Control and Supervision of the completion of the asphalting of a minor road in NSIMEYONG (Bridge of OYACK) at the locality red ground in the Commune of District of Yaoundé III ^3rd.

This present expression of interest is opened to any local consultancy firm and any grouping of consultancy firms other than those being under sanction after been unable to carry out  a public work attributed them, in accordance with article 102 of the public works code. The submission date been fixed for the 28/O4/2017

The file for the expression of interest should be presented either in French and English in five (5) copies with one (1) initialed original and four (4) copies initialed as such. They will be presented in an anonymous envelop bearing the mention:

For the Recruitment of a Consultant (firms) in charge of Control and Supervision of the completion works for the  asphalting of a minor road at NSIMEYONG (OYACK BRIDGE) at the place red ground in the Commune of District of Yaoundé III  ^2nd

“To open only during the examination meeting".

   The anonymous envelopes will have to contain two (02) sealed envelopes:

- The first sealed envelope known as "envelope A initialed as such, carrying mention "administrative file"

- A second sealed envelope known as "envelope B” initialed as such, carrying the mention "technical file ".

The candidates retained for this tender will be required to provide five (05) copies, comprising of one (01) initialed original and four (04) copies the following requirement including the complete file will be submitted on the 28 / 04 / 2017 and presented in two (02)volumes.

          Volume 1: Administrative and fiscal file

            Volume 1 will obligatory comprise of the administrative document here after (Original and valid certified true copies, in accordance with the regulation in force in Cameroon ;

• § A letter of declaration of expression of interest of the candidate revealing his corporate name, its address and, if necessary a delegated signatory;
• § A debt clearance certificated;A certificate of non exclusion of the public works (ARMP);
• A certificate of non-insolvency delivered by the Clerk's office of the Court of First instance of place residence;
• § The registrer of Trade;  
• § A certificate of tender for CNPS/NSPF* (original).

            These documents may be either in originals or in photocopies conformed to originals. The absence of one of these documents automatically disqualifies the tenderer.

          Volume 2: technical file.

  The technical file will have to include:

• Presentation of the cabinet or the Study Bureau;
• § The comprehension of the mission - methodology;
• § The organigram ;
• § The estimated program of intervention.
• § The estimated plan  of work;
•  list of the key personnel to be involved within the framework of the mission and its attributions.The references of the candidate (the cabinet will present his references in a synoptic table emphasizing, the date of realization, the service carried out, the cost and the recipient);
  • § The curriculum vitae (CV) of each of the personnel;
  • Certified true copies of their diploma;
  • § The certificate of registration to various professional  orders
• Contracts or purchase orders and official reports of reception referring itself with services carried out and any all other documents likely to facilitate a clearer understanding and the prove of the services carried out.Details of the logistic means owned by the candidate for the accomplishment of the stated mission; he will have to prove the ownership of the above equipments for the realization of this work or furnish prove of an eventual rent.
• The description of the buildings and the plan of localization

The tenderer will have to engage or commit to carry out the recruitment of the necessary personnel in their respective field of specialty, necessary to the realization of the work, this is to be done before the beginning of the works. The minimum team to be mobilized is as follows;

        HEAD OF MISSION: Civil engineer (BACC+5), registered with the National Order of Civil Engineers, justifying a professional experience of at least 10 years, acquired within a national public or international institution, or a cabinet and to have carried out during the last five (5) years at least three (03) control of urban road works at the post of Head of Mission.

        ENGINEER OF FOLLOW-UP: Civil Engineering (BACC+3 minimum), registered with the National Order of Civil Engineers, justifying of a manifest professional experience of at least eight (08) years and to have realized during these 0 5 last years at least three (03)  of control of  urban road works as a road  Engineer.

        GEOTECHNICIAN : Geotechnical engineer (BACC+5) justifying of a convincing professional experience of at least seven (07) years in control or in road works in general, as geotechnical  engineer.

Only the candidates’ haven obtained a technical mark totalizing seventy (70) points on a hundred upon the evaluation will be eligible for the restricted invitation to tender.

1.  Criteria of pre-qualification / Criteria eliminatory.

•  Incomplète administrative file,
•  Administrative file falsified or not in conformity close 48 hours,
• Incomplète technical offer,
• Note technical lower than 70 points out of 100.

2.  Essential Criteria.

• § General presentation of the offers (5 points),
• § Organization of the consultant and methodology (20 points),
• § Qualification and experience of the personnel (50 points),
• § References of the tenderer (20 points),
• § Logistics and materials mean (5points).

  Only the candidates having accumulated upon the evaluation a technical mark equal to seventy (70) points on a hundred (100) will be eligible for the restricted invitation to tender.

The consultancy firm/joint venture  having obtained a mark higher or equal to seventy (70) points on a hundred (100) will be consulted within the frame work of the restricted invitation to tender, in accordance with  article 12  6 of the decree n° 2004/275 of September 24, 2004 bearing Code of  Public works of Cameroun.
