Within the framework of the emergency project to combat food crisis in Cameroon, the Director General of the North West Development Authority (MIDENO), hereby launches a Restricted National Invitation to Tender for the recruitment of a consulting firm to strengthen the capacity of targeted beneficiaries in proper warehouse management and post-harvest management
The services involved in this Call to ender shall include:
- Importance of post-harvest management and its impact on farm profitability.
- An initial assessment to understand the current post harvest practices of target farmers
- Techniques for harvesting, handling, sorting, and packaging of various crops.
- Methods of storage, including temperature and humidity control, pest management, and quality assessment.
- Training on warehouse management practices such as layout optimization, stock rotation, and maintenance.
- Introduction to relevant technologies and tools for post-harvest management and warehouse operations.
- Field visits to operational warehouses and hands-on practical sessions for farmers.
The specific objectives of the assignment:
- To educate 580 farmers on best practices in post-harvest handling, storage, and preservation techniques.
- To equip 580 farmers with the necessary skills to minimize post-harvest losses and maximize the quality of their produce.
- To provide farmers with knowledge on warehouse management principles, including inventory control, safety measures, and record-keeping.
- To empower farmers to adopt modern technologies and innovative solutions in post-harvest management and warehouse operations.
To improve the overall efficiency and profitability of farms through better post-harvest practices and warehouse management.

“To be opened only during the bid-opening session”
The maximum execution deadline provided for by the Project Owner shall be Four (4) Months from the date of notification of Service Order to start the execution
Each bidder must include in his Administrative Documents, a bid bond issued by a financial institution approved by the Ministry in charge of Finance featuring on the list in document 10 of the tender file for an amount of Eleven million two hundred and eighty four thousand seven hundred and twenty two (11,284,722) fcfa and valid for thirty (30) days beyond the validity of the bids
To avoid the risk of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, Bank Officials, Taxation Officials etc.) of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the invitation to tender. The documents must obligatorily not be older than three (3) months and must not be produced after the signing of the tender file.
Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non-respect of the models of the tender file documents shall lead to direct rejection of the bid without any appeal being entertained.
The bids shall be opened in TWO phases. The administrative file and the technical offer shall be opened first followed by the opening of the financial offers of bidders who obtained the minimum required technical score. The opening of the administrative documents and the technical shall take place on the 08 Nov 2024 at 11:00 am prompt local time by the Internal Tenders Board of MIDENO in the MIDENO conference Room at the PMO located along Ayaba Street, opposite Mansfield Plaza Hotel. Only bidders can attend or be duly represented by a person of their choice. The opening of the financial offers shall take place at the end of technical evaluation and shall concern only bidders who must have obtained a minimum score of 75 points on a scale of 100 points
The bids shall be evaluated according to the following principles
A. Eliminatory criteria
Ø Absence of an administrative document and non-presentation after 48 hours
Ø Incomplete Technical Proposal
Ø False declaration or falsified documents
Ø Lack of appropriate personnel and experience needed
Ø Technical proposal below the cut-off mark of 65%
Ø Absence or insufficient Bid Bond
Ø Late submission of bids
Ø False declarations or forged documents
Ø Direct or indirect association with the conception, preparation of technical specifications and other documents concerned with this tender.

The consultant shall be selected using the Quality Cost- Based selection method in accordance with the procedures described in this Tender File.
