Within the framework of the implementation of its development policy and the improvement of investment credits consumption President of the West Regional Council herby launches an Open National invitation to tender for:
- Carrying out of the first phase of studies for tourist development of Mont Bapit Site (Lot1);
- Carrying out the first phase of studies for tourist development of Chute de la Metche Site (Lot2).
The works subject of this contract include:
- Field visit by the Senior Divisional Officer of the Division-concerned for each lot;
- Drawing up a development plan for each site (per lot.
The estimated cost of the operation following prior studies stands is
lot 1: seven million five hundred thousand (7 500 000) CFA Francs;
lot 2: seven million five hundred thousand (7 500 000) CFA Francs.
The works shall be divided into 2 (two) lots defined as defined above.
Participation in this invitation to tender is open to on equal terms to Cameroonian companies with proven experience in the domain of studies, control and monitoring of public works.

The file may be obtained from West Regional Council as soon as this notice is published against payment of a non-refundable sum of 26 000 (twenty-six thousand) CFA francs payable at Regional Treasurer.
Each offer drafted in English or French in seven (7) copies including the original and six (6) marked as such, should be submitted at the West Regional Council not later than 11/11/2024 at 10 AM and should bear the following inscription:

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be four (04) months for each lot.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of one hundred and fifty thousand CFA Francs.
It shall equally be valid for thirty (30) days beyond the original date of the validity of the offers.

They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
NB. Under penalty of rejection by the services of the Contracting Authority (SIGAMP) at the time of submission, any candidate must present a copy of the receipt for the purchase of the tender file, the original of which is included in the offer.
The opening of the administrative documents, the technical and financial offers shall take place on 11/11/2024 at 11 AM to the West Regional Council in the meeting hall.
Only bidders may attend or be duly represented by a person of their choice.
The opening of the bid-opening session must be done not later than one hour after the time-limit for the submission of bids as specified in the tender file.
Bidders’ discounts formulation (all DAO and DC)
- Discounts shall be mentioned in numbers and letters as of the opening of bids, to be admitted.
- Handwritten discounts (or presented with a typing shit different from the rest of the bidders offers) shall be rejected.
And a proof of discount approved by the bidder shall be attached to the bid opening minute and to the analysis Subcommittee report.
1. Eliminatory criteria
The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender. They should not be marked. They should be determined depending on the nature and the content of works to be executed. These are:
i) Missing or non-compliant administrative documents, not regularized within 48 hours;
ii) Misrepresentation, falsified or non-authentic document ;
iii) Non conformity with the submission model;
iv) Omission of a quantified unit price in the financial offer;
v) Technical score less than 70 points out of 100;
vi) Existence of financial information in the technical offer;
vii) Absence of a stamped bid bond;
viii)No commitment on the honor of never having abandoned market in the last three years;
ix) Financial capacity less than or equal to one third of the estimated cost of the project;
x) Insufficient number documents;
xi) Having a 2023 project in progress by the bidder.
2. Evaluation criteria
The technical offer shall be marked in terms of the following essential criteria:
A- Experience of the BET over 10
B-Logistic (with proof) over 25
C- Qualifications and experience of the key personnel over 50
D- methodology and organisation over12 points
E- knowledge of the site and presentation of the offer over 03
According to the following assessment method, respective marks granted to technical and financial proposals are:
N B : Any candidate who presented a certify true copy of its categorization certificate for the said project do not need to submit a technical offer.
The contracting authority will award the contract to the bidder whose administrative offer is deemed compliant, meeting the required technical and financial capacities resulting from the essential criteria of the Tender Document, and which will be the lowest bidder at the evaluation of the financial offer.
Bidders will remain committed to their offers for 90 days for NIT and 120 days for IIT from the deadline set for the submission of tenders.
