The Mayor of MAKARY Council launches in an Open National Invitation to Tender for the construction of flfieen
mini potable water supply networks powered by solar energies in some localities of Fotokol Council MAKARY, Logone
and Chari Division, Far-Norlh Région.

The works, which shall beconsuitationed for the construction of mini potable water supply networks powered by solar energies
in some localities of Makary Council consist of :
Geophysical, hydrogeologycal studles and implantation
- Site Installation
  Construction ofdrllling ;
- Development and test of pumping ;
- Analysis and treatmentof water;
Realization of a water tower including controi rocm ;
Reaiization offour (04) teminals fountain;
Supply and pump installation ;
- Supply and installation ofpipes ;
- Supply and installation ofsolarfleld ;
- Establishment and training of management commitee to ensure the sustainability of the drillings ;
- Supply ofa îoolbox :
- Commisionning ofthe drillings.

NB: No contractor can be awarded more than two (02) lots

Participation in this consultation Is open on equal terms with companies that have received the invitation letter
and are under Cameroonian law, justifying the technical capacities and financial resources to carry eut the work covered by this consultation.

Supplies which form the subject of this invitation te consultatian shal! be financed by the FEICOM/MAKARY COUNCIL for 2024 financial year.

The File may beconsuited during working hours at the Makary Counctl Mayor in Makary.

The file may be obtained from the Makary Councii as soon as the réception of the invitation letter against the payment at the Makary Municipal receipt of a non-refundable sum of one hundred thousand (100 000) CFA francs for each lot

Each offer drafted in English or in French in seven (07) copies inciuding the original and the five copies marked assuch, should be deposited against a receipt duly signed at the Général Secrétariat of Makary Councii net later than •23/11/2024 at 1 a.m o'clock (local time) and should carry the inscription;

The delivery deadline provided by the Contracting Authority three months from the notification date of service order to begin work.

Under pain of been rejected, only originals ortrue copies cert'fied by îssuing services of the concemed administration, inciuding the bid bon must imperatively be produced in accordance with the spécial conditions of the invitation to consultation.
They must obllgatorlly not be older than three (03) months or must noî be produced after the signing of the consultation file.
Each bidder must include in his administrative documents a bid bon issued by afirst rate-bank approved by the ministry of finance featuring on the Ifst In document 9of the consultation file of amount of two million (2 000 000) CFA francs for each lot

Any offer not in conformity with the prescriptions of this notice and consultation file shall be declared inadmissible, Especialiy the absence of a bid bond issued by a first-rate bank approved by the ministry of Finance orthe non-respect of the models of consultation file documents shall lead to a pure and simple rejection of the offer without any appeal being entertained.

The bids shall beopened in single stage and will be on 23/11/2024 at 2 p.m local time by the POfOKOL

Only bidder may attend or be duly represenled by a person of their choice who has a perfect knowledge of the offers.

a. Technical file incomplète
b. Misrepresentation;
c. Not having justified a constrution during the last 3years, as principal contracter in concemed area ;
d. Non existence in the technical offer «organisation, méthodology and planning » :
e. Non satisfaction,of at least twenty eighî (20) essential criteria over forty (27) criteria.
f. Do not haina abanoned a work durinq the last 3 years
a) Incomplet financial offer;
b) Non genuine documents :
c) Omission in the fmanciaf offer of a quantified unit price ;
d) Absence ofa price sub détail.

14. Attribution

The contract will be attributed to the bidder whose:
- Administrative offer will be declared conform;
- Technicai offer will bedeclared conform and have gathered at least 70% of "Yes" In qualification criterla:
Financial offer, after ail corrections in conformity with the Parlicular Régulation of the invitation to consultation, will be
declared conform in relation lo the Technicai clauses ofthe invitation to consultation, and classified the fewer
proposition.
NB: No contracter can be awarded more than two (02) lots

Bidders will remain committed to their offers for 90 days from the deadline set for the submission.
