As part of the security of pulic buildings, the Mayor of Makary councit, Project Owner, hereby
launches a National Invitation to Tender for the construction of a fence and parking at Makary
Town Hall, Logone et Chah Division, Logone and Chah Division, Far North Région.,

The Works, which shall be tendered for the construction of a fence and parking at Makary
Town Hall. consists of:

300 : FOUNDATIONS ;
400 : MASONRY- ELEVATION-COATING;
500 : METAL CARPENTRY AND GLAZING ;
600 : GATEHOUSE;

900 : PARKING ;

Participation in this invitation to tender îs open to companies specialised in public works located in Cameroon

Works, which form the subject of this invitation to tender, shall be financed by FEICOM/Makary
Gouncil Budget for the 2024 financial year.

The file may be consulted and obtained from the Makaery council as soon as this notice is published.

seventy thousand (70 000) CFA francs.

Each effet drafted in English or French in 7 copies including the original and 6 copies marked
as such, shouid reach the Secrétariat the Mayor not later than the 23/11/2024 at 14 pm and shouid carry the inscription:

FOR THE CONSTRUCTION OF A FENCE AND PARKING AT
MAKARY TOWN HALL, LOGONE AND CHAR! DIVISION, FAR
NORTH REGION.

The provisional delivery deadiine per lot provided for by the Contracting Authority shall be
three (03) months, including the possible constraints related to the site situation such as
accessibility and climate conditions, from the date of notification of service order to start works.
It is due to the bidder to propose in his offer a carrying eut calendar that goes in the deadiine
indicated above.

Each bidder must inctude in his administrative documents, a bid bond issued by a first ratebank
approved by the Ministry in charge of finance of an amounî of one million nine hundred
and thirty two thousand forty four (1 932 044) CFA francs, valid for sixty (60) days from the
day of opening of bids.
Under pain of being rejected, only originale or true copies certified by the Issuing service or
administrative authoritles (senior Divisional Officers, Divisional officers...) of the administrative
documents required, including the bid bond, must imperatively be produced in accordance v^ith
the Spécial Conditions of the invitation to tender. They must obligatory not be older than three
months or must not be produced after the signing of the tender file.

Any offer not in conformity with the prescriptions of this notice and tender file shall be declared
Inadmissible. Especially, the absence of a bid bond issued by a first-rate bank approved by the
Ministry In charge of Finance or the non-respect of the models of the tender file documents
shall lead to a pure and simple rejection of the offer vi/ithout any appeal being enterîained.

The bids shall be opened in one (01) phase.
The opening of the administrative documents, the technical and financial offers shall take place
on the 23/11/2024 at 15 pm local time by the Makary Internai Tenders Board
located at the Mak&ry Council.
Only bidders may attend or be duly represented by a person of their choice.

A- Main eliminatory criteria
- Absence or non-conformîty of bid bond;
- Non conformity of od administrative document after the 48 heurs regular extension.
- False déclaration or counterfeit document;
- Having not gather at least 70% of "Yes" in qualification criteria.
- Non conformity of the submission
- Absence, in the unit price mémo, of the price of a quantified task.
N.B: The certified copies of the previously legalized documents will be systematically rejected.
B- Main qualification criteria
The criteria relations to the qualification of candidate are indicated as followed:

Only bidders that technical offers have received at least 80% of "Yes" will have their financial offers analyzed.

The contract will be attributed to the bidder whose:
-Administrative offer will be declared conform;
-Technical offer will be declared conform and have gathered at least 80% of "Yes" in
qualification criteria;
-Financial offer, after ail corrections in conformity with the Particular Régulation of
the invitation to tender, will be declared conform in relation to the Technical clauses
of the invitation to tender, and classified the fewer proposition.

Bidders will remain committed to their offers for sixty (60) days from the date set for the delivery of offers.
