Within the framework of the Public lnvestment Budget 2024-2025, the Senior Divisional Officer for Fako Division, Delegated Contracting Authority on behaff of the Minister of Economy, Planning and Regional Development, (MINEPAT) hereby launches an Open National Invitation to Tender for the FOR THE EXTENSION OF ELECTRICITY WITH A 250 KVA TRANSFORMER AT MILE 16 IN BUEA MUNICIPALITY OF FAKO DIVISION, SOUTHWEST REGION.

The works comprise in a nutshell:

ü Construction of a MV three phase Une,

ü Construction of three phase transformation substations equipped with transformers H61,

ü Construction of three phase LV line,

ü Sundry expenses.

Further detailed information is provided in the technical specifications and the quantitative estimates.

3.      The estimated cost after preliminary studies is 60.000.000FCFA

3.      The work is in a single lot

The tender is open to duly legalized Cameroonian enterprises that fun the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public lnvestment Budget of the 2024-2025 financial year; Budget Head No: 94 195 05 110000 523415

Interested eligible bidders may obtain further information during working hours as from 7:30 AM — 3:30 PM, from the 27/12/2024, date of publication of this tender notice, at the Private Secretariat of the Senior Divisional Office for Fako Division, Tel: 674 957 734.

The complete tender file may be obtained from the Private Secretariat of the Senior Divisional Officer for Fako as from 27/12/2024 upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of One Hundred and Twenty Thousand (120,000) CFAF, at the Limbe Treasury

NB: Any document poorly drawn up, not bound as per Article 24 of the public contract code or not produced in seven (07) copies shall be rejected

The maximum period prcvided for the execution of the works is fixed at three (03) months (90 days).

Each bidder must include in his /her administrative documents a bid bond issued by a first rate bank approved by the minister in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 13 of the tender file of an amount of Three Hundred and Eighty Thousand (1.200,000) CFAF.

NB. It is set at 2% of the estimated amount, all taxes inclusive, and with a validity period of ninety days from the date the bids are opened.

The bids shall be opened in a single (01) phase on 21/01/2025 at 11:00 am local time by the Fako Divisional Tender Board in the office located at the former Limbe I Council Building Down Beach. Only bidders may attend or their duly authorized representatives having full knowledge of the file with power of attorney.

: MAIN ELIMINATORY CRITERIA: Bids shall be rejected when;

·:• There is absence of a bid bond in administrative documents;

v  Failure to present missing and non-compliance documents in administrative offer 48 hours after opening

·:• There is any fake document, false decla ration or forged document.

+ There is absence of quantified unit price

e• Absence of declaration on honour attesting that the bidder has not abandoned any project

15.2: MAIN QUALIFICATION (ESSENTIAL) CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following;

NB: The non-respect of two of the qualification of criteria shall entail rejection of the bid.

NB.                   The marking scale for offers by scoring of points is banned in favor of the

binary method (Yes/No).

The contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
