In the framework of the execution of the 2025 Public Investment Budget, the Mayor of Nkong-Zem Council hereby launches an Open National Invitation to tender for the FOR THE CONSTRUCTION OF A DEFINITIVE 6ML BRIDGE AT PK 3+000 OF THE JOHNY BALENG ROAD (INTER RD625° MONDJEUYIM – MOLEKOUET IN BAFOU INCLUDING DEVELOPMENT OF ACCESS ROADS OVER 600 METERS IN THE DISTRICT OF NKONG-NI.

Works object of the present Open National Invitation to Tender concern the CONSTRUCTION OF A DEFINITIVE 6ML BRIDGE AT PK 3+000 OF THE JOHNY BALENG ROAD (INTER RD625° MONDJEUYIM – MOLEKOUET IN BAFOU INCLUDING DEVELOPMENT OF ACCESS ROADS OVER 600 METERS IN THE DISTRICT OF NKONG-NI.

Works projected in the site include notably :

• Site installation

• Weeding-clearing

• Backfill from borrow

• Reprofiling-compaction

• Cleaning of the stream bed

• Installation of riprap

• Work of art

• Geotechnical studies

• Signage and safety equipment

• Anticorrosive paint

•    Traffic

Works concerned by the present Open National Invitation to Tender are divided in 05 (five) projects established as follos:

Participation in this invitation to tender is open on equal conditions to Consulting firms based in Cameroon with sufficient references in the domain of construction works

Services within the frame work of this tender file are funded by the 2025 Public Investment Budget.

The execution deadline provided by the Project Owner for the execution of services for this tender file shall be three (03) months.

This deadline takes effect from the date of notification of the service order to start

Each Bidder  must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of the tender file of an amount of :

Each  bid bond shall be valid for thirty(30) days beyond the validity of the offers.

The administrative documents required shall be produced in originals or true copies certified by the relevant services, and in accordance with the Special Rules and Regulations of the invitation to tender; otherwise the bid shall be rejected. They shall not be older than three (3) months at the time the bids are deposited or must have been produced after the signing of the tender notice.

Any bid not in conformity with the prescriptions of this notice and tender files hall not be received.

The opening of bids shall take place in a unique phase.

Administrative documents, technical and financial bids shall be opened on the 16 Janvier 2025 at 11 00 a.m., local time, by the Nkong-Zem Internal Tenders Board in the conference hall of the council, in the presence of bidders or their authorized representatives with right proof of their mandate.

1.       Main eliminatory criteria

The main eliminatory criteria are: 

• Omission in the offer of a quantified unit price;

• Absence of the security deposit at the end of the count;

• Any offer having obtained less than (70%) of the essential criteria at the end of the technical analysis, soit 27 OUI sur 38;

• False declaration, falsified document.

• Be on the list of companies suspended from public procurement by the ARMP;

• Administrative documents missing or not in conformity or not regularized within 48 hours;

• Incomplete financial offer.

2.       Main qualification criteria

The assessment of the technical bids will be done according to three essential criteria, according to a yes or no system as follows: 

• Company references

• Company material

•          Staff

• Methodology - organization

•          Financial offer

•          Presentation

Any bid must totalise at least 70% of yes at this stage to be qualified for the next stages of the competition.

The Bidder presenting the offer in accordance with the main qualification criteria and having presented the cheaper price should be the awarder of the contract.

The maximum number of projects supposed to be attributed to one single bidder is 02(two).

The bidder is engage by his bid for a period of ninety (90) days with effect from the deadline fixed for the submission of the bids.
