The Mayor of DARAK launches in an emergency procédure, an Open National Invitation to Tender for the
constmction of two (02) mini drinking waîer supply at MAGALA-KABIR (lot 1) and KARENA (lot 2) Councll, Logone and
Chari Division, Far-North Région.

The Works, whichs hall betendered for the construction of two mini drinking water supply some localîtiès of
DARAK Concil, consist of :
• Installation study ;
• Geophysics and hydrogeology studies,
• Site installation ;
• Construction of bore holes ;
Oevel oppment and test pumping;
Water analysis and Ireatment ;
Construction of castle including control room :
Installation of fountain :
Pump supply and installation ;
Piping supply and installation ;
• Solair fieldsupply and installation ;
• Toolbox supply ;
• Environnmental aspects and communication ;
• Commissioning works.

estimated cost of twenty-five million thousand 25000 000) francs CFA  each lot

The delivery deadline provided by the Contracting Authorrty three months from the notification date of service order
to beginning work.

Under pain of been rejected, only originals Of true copies certified by issung service or administrative documents
authorities of the administrative document required, including the big bon must imperatively be produced in accordance with ihe spécial conditions of the invitation to tender The most obiigatorily not be older than three (03) monlhs or must not be produced after the signing of the tender file.

Each bidder must inciude in his administrative documents a bid bon issued by a first rate-bank approved by the
ministry of finance featuring on the tisî in document 9 of the tender file of amount of five hundred thousand (500 000) francs CFA per lot.

Any offer not In conformity vnith the prescriptions of this notice and tender file shall be declared inadmissible.
Especially Ihe absence of a bid bond issued by a firet-rate bank approved by the ministry of Finance or the non-respect of the modeis oftender file documents shall lead to a pure and simple rejection ofthe offer without any appeal being entertained.

b. Misrepresentalion;
c. Not havingjustified a constructionduring the last3 years, as principal contractor in concmed area ;
d. Non existence in the technical offer in the heading « organisation, méthodology and planning » ;
e. Non satisfaction, al least eighteen(19) essential criterla over twenty-six (26).
13.14 : Financlal offer
a) Incomplet financial offer ;
c) Omission In the financial offer of a quanlified unit price ;
d) Absence of a price subdetail.

The contract will be attributed to the bidder whose;
• Administrative offer will be declared conform;
- Technical offer will be declared conform and have gattiered at least 80% of "Yes" in qualification criteria,
- FInancial offer. after ail corrections in conformiiy wilh the Partlcular Régulation of the invitation to tender, will be
declared conformin relation to the Technical clauses of the invitation to tender, and classified the fewer
proposition,

Bidders will remain committed to their offers for 90 days from the deadiine set for the submission
