As part of the road improvement campaign for the year 2025, the Mayor of the Municipality of FONGO TONGO, Contracting Authority, launches an Open National Invitation to Tender for the execution of the development works by periodic maintenance of some sections of road in the Western Region, Department of Menoua FONGO TONGO Council.

This work will consist of the construction of a final bridge with a span of 5ml over the KING PLACE ET LEFEI DANS LE GROUPEMENT FOSSONG-ELLELEM river located on the section ofroad concerned. It will be a combination of High Intensity Methods of HIEQ Equipment and High Intensity of Labor (HIMO). It is preferable to use the local workforce bordering the said roads to ensure the maximum economic benefits of the project for the benefit of these populations. In this connection, the association of road committees set up as part of the project will be highly appreciated.

This work includes the following operations, the list of which is not exhaustive:

The works subject of this invitation to tender are financed by MINTP's Public Investment Budget, Fiscal Year 2025, Road Fund Line for amount of 23, 000,000FCFA.

Participation is open on equal terms to all companies or groups of public works companies located in Cameroon.

The Tender File can be consulted at the General Secretariat of FONGO TONGO Council.

The bidding documents can be consulted or removed during business hours upon publication of this notice at the General Secretariat of FONGO TONGO Council, on presentation of the original receipt of payment to the Municipal Recipe of FONGO TONGO. A non-refundable sum of four thousand (40,000) CFA francs for the cost of the purchase of the file. This receipt must identify the payer as representing the Company wishing to participate in the Tender.

All the constituent parts of the tenders (Envelopes A, B and C) will be placed in a large sealed outer envelope bearing only the mention of the Invitation to Tender in question. The different pieces of each offer will be numbered in the order of the CAD and separated by interleaves of the same color other than the white one.

Tenders must be accompanied, for each lot applied for, a provisional bond (bid guarantee) established according to the model indicated in the Tender File by a first-rate banking institution approved by the Minister of Finance. The amount in FCFA of the said guarantee is mentioned in the table below: 

NB: Any tenderer applying for more than one lot must produce only the deposit corresponding to the highest lot. The provisional guarantee will be released automatically at the latest 30 days after the expiry of the validity of the offers for the unsuccessful tenderers. In the event that the tenderer is awarded the contract, the provisional guarantee will be released after constitution of the definitive guarantee. 

Tenders received after the date and time of submission of tenders or those which do not respect the method of separation of the financial tender from the administrative and technical offers will not be accepted. Under penalty of rejection, the required administrative documents must be produced in originals or certified true copies by the issuing service, in accordance with the stipulations of the Supplementary Regulations of the Invitation to Tender. They must obligatorily date from less than three (03) months to the initial date of delivery of the offers.

The opening of tenders will take place on 05/04/2025 from 02 p.m in the meeting room of FONGO TONGO Council. The opening of the folds will be done in one time and in three stages:

- 1st step: Opening of the envelope A containing the administrative documents (volume 1),

- 2nd step: Opening of the envelope B containing the technical offers (volume 2)

- 3rd step: Opening of the envelope C containing the financial offers (volume 3).

All bidders may attend this opening session or be represented by a single duly authorized person (even in the case of a consortium) of their choice with a perfect knowledge of the file.

a) Incomplete administrative file for missing one of the documents required in the DAO:

b) Incomplete technical file for lack of one of the following parts: 

The declaration of honor that the bidder has not abandoned a contract within the last three years, and that it is not on the list of failing companies established by MINMAP;

Ø  A Works Driver with the qualification required in the Tender Documents (Exhibit 3);

Ø  A note of organization and methodology;

Ø  A financing capacity (available credit line) of at least 10,000,000 (thirty million) FCFA.

c) Incomplete financial file or missing one of the following documents:  A stamped and signed bid;

Ø  The unit price list (BPU) (Exhibit 6) following the model, with prices and VAT not included in figures and letters, filled in legibly;

Ø  Quote Quantitative and Estimated (DQE)

d) Omission of the BPU and / or the DQE of a quantified unit price;

e) False statement or falsified document;

f) No justification for owning or leasing one of the following priority equipment:

Ø  a grader;

Ø  A dump truck;

Ø     A  bulldozer ;

Ø     A  excavatrice ; 

(g) Not having performed during the last ten years a contract for the construction, rehabilitation, opening, development or maintenance of roads Fund Line equal to or greater than 10,000,000 (ten million);

h) Not at least a total of 19 criteria on all 27 essential criteria.

Essential criteria

               The evaluation of technical offers will be made on 23 criteria based on the following essential criteria:

a) Proposed management staff (Exhibit 9.5) on 08 criteria;

b) The material to be mobilized on 13 criteria;

c) The site visit on 02 criteria. 

NB: Any public official listed on the staff who has not submitted all the documents likely to justify his release from the Public Service will be considered invalid.

The contract will be awarded to the tenderer submitting the lowest evaluated bid and fulfilling the required administrative, technical and financial capacity.

Bidders remain bound by their offer for ninety (90) days from the initial date set for the submission of bids.
