Within the framework of Ihe 2017 financial year, the the Divisional Delegate of Public Contracts for Donga-Manlung (Gontracting Authority) RE-LAUNCHES UNDER EMERGENCY PROCEDURE - WITH SOME MODIFICATIONS, an Open National Invitation to tender, for the construction ofthe Divisional Délégation ofMINEE Nkambe, in Nkambe Central Sub-Division, Donga Mantung Division, North-West Région (First Phase)

Work includes the following;

• Metal fittings ;
• Jolnerywork:
• Plumbingand sanitary installations ;
• Electricity ;
• Painting ;
• Drainage network ;

The estimated cost after preliminary studies is Thirty million (30,000,000)fcfa

The works which are subject ofthis Invitation to Tender are grouped into a unique lot but in two phases as follows: (Phase)

Participation in this Invitation toTenderisopento compétent Cameroonian enterprises that are in compliance with the fiscal laws and who are not currently excluded from public procurement.

Works which form thesubject of this Invitation to Tender shall be financed by the 2017 PUBLIC INVESTMENT BUDGET of the Minislry of Water recourses and energy, (MINEE) assigned tothe Divisional Delegate for Donga-Mantung, Authorization no: IS04418; IMPUTATION: 5132424054516152220811

The Tender documents may be consulted and obtained immediately after publlcafon of this Invitation toTender from the Services ofthe Contracting Authorlty (Service in charge ofthe award ofcontracte) during working hours atthe Divisional Delegation of Public Contracts DONGA-MANTUNG.

Each bid written in English orFrench shall besigned by the bidder or by a duly authorized representative and presented in Seven (7) copies, that is one (01) original and six (06) copies labelled as such.These shall be submitted in one external envelope - sealed, containing three (3) Internal envelopes, that is,

Envelope A: Administrative Documents,

Envelope B: Technical file and

Envelope C: FInancial file,

The sealed external envelope shall bear no information about the company and shall reach the Oivisional
Delegation of Public Contracts for DONGA-MANTUNG, Divisional Service in charge of the award of contracts net later than the 16th May 2017 at 10am local time and note should be taken that in case of any ambiguities ordifférences during opening, only the original shall be considered authentic. (To be opened only during the bids opening session) 

The maximum deadline for the execution provided for by the Gontracting Authority shall be five months (150 calendar days) with effect from dateof notification of the Administrative Order to start works.

 Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry incharge of finance -the list of which is found in document No. 12 of the Tender File, in the amount of Six Hundred thousand (600,000) francs CFA, and valid for thirty (30) days beyond the deadline of validity of bids.

At the risk of being rejected, only originals or certified true copies by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatlvely be produced in accordance with the Special Regulations of this Invitation to Tender. They must not be more than three (3) months old as at the date of submission of bids or must not be established before the signature of the tender notice, Any bid not in compliance with the prescriptions ofthe Tender File shall be declared inadmissible. This
refers especially to the absence ofa bid bond issued by a first-rate bank approved by the Minister in charge ofFinance,

The bids shall beopened in a single phase, in the conférence hall ofthe Divisional Delegation of Public contracts Donga-Mantung, on 16th May 2017 at 11:00am, Only bidders ortheir authorized representatives, having a perfect Knowledge of the file may attend the bids opening session. Any bid which shall not comply with the requirements of the Tender File shall be rejected.

 Evaluation criteria

The evaluation of bids shall be carried out in three stages and the criteria of evaluation shall be as follows:

•  1st Stage: verification of the conformity of each administrative document ;

•  2nd Stage: Evaluation technical bids;

•  3rd Stage:Analyses of FInancial bids.

A. Eliminatory criteria

1. Absence of a document in the administrative file;
2. Bids submitted after the deadiine for submission;
3. False declaration or falsified documents;
4. Absence of,or insufficient bid bond;
5. A bid with the external envelope carrying a sign or mark leading to the Identification of the bidder;
6. Incomplete financial file;
7. Omission of a unit price;

     8.Technical score of less than 80% In the essential criteria;
     9. Bidders who have been suspended from public procurement.

    10. Bidders with overdue on going or abandoned projects

B. Essential criteria

1- General presentation of the bids;
2- Financial capacity;
3- References of the company in similar domains;
4- Quality of the personnel;
5- Technical organization of the works;
6- Attestation and report of site visit;

7- Logistics;
8- Special Technical Clauses initialed in ail thepagesandsigned on the last page;
9- Special Administrative Clauses completed and Initialed on all the pages and signed on the last page.

The evaluation will be done in a purely binary manner -(yes) or (no). The contract shall be awarded to the bidder who would have obtained a minimum technical score of 80% in the essential criteria and 100% in the eliminatory criteria, taken in consideration and who would have proposed a bid with the lowest amount, inconformity with the regulations of the tender documents

Bidders shall remain committed to their offers for a period of ninety (90) days from the last date of the submission of tenders, that is,the tenders shall be valid for 90 (ninety) days with effect from their submission deadiine.
