The Labor-intensive operation/method referred to by its French acronym as operation HIMO that was initiated in February 2015 by the National Community-driven Development Program (PNDP) and launched on November 3, 2015 in Maroua was basically aimed at: (i) enhancing the local economy of the target councils through the construction and/or rehabilitation of the socio-economic infrastructure stemming from the Territory Development Program, well known by its French acronym as PRODAT and (ii) contributing to the socio-occupational integration of the unemployed youths through the creation of sustainable employments in the Northern part of the country which is severely affected by the climate and insecurity due to terrorist attacks.
This Call for Expression of Interest has as objectives to:
The enterprises interested will be called upon to express their choice as concerns projects under one or several components, as mentioned above, and emanating from the same division. The labor-intensive process (HIMO) requires to perform significant administrative work; and hence the urgency of capacity-building in favor of the unit in charge of secretarial duties within enterprises. Such aspect must be duly taken into account by service providers. In this connection, the National Coordinator of PNDP hereby calls upon the interested candidates to express their interest and perform the works referred to above, thereby drawing up a list of the short-listed enterprises.
In this connection, given the peculiarities of the works to be carried out by enterprises, based on the Labor-intensive approach, the said training will be held before the drawing up and compilation of their entire technical and financial offers.
Consultants have been selected and have carried out feasibility studies for the various municipal projects concerned after being drilled on the mainstreaming of the labor-intensive specificities into the implementation of the said projects which will be presented per component as follows:

N.B.: Only project 2.1 in the above-mentioned second matrix shall be financed by the C2D’s funds, whereas the remaining thirteen (13) projects will be financed under the EU’s Emergency Trust Funds (FFU).
It is worth noting that the implementation of the labor-intensive approach (HIMO) by PNDP will require a necessary adjustment from the Program’s classic operating method to the labor-intensive approach (HIMO). Such process which will be characterized by modifications in both form and substance is likely to result in:
After the pre-qualification of enterprises, PNDP will organize a workshop dedicated to the training of the said Enterpriseson the rehabilitation/construction of infrastructure based on the Labor-intensive (HIMO) approach. Such workshop will be facilitated by trainers accredited by the International Labor Office (ILO). The presence of sectoral ministries such as MINEPAT, MINTP, MINEE, MINEPIA, MINADER, MINEFOP) as well as MINMAP and the Contracts Regulatory Agency (ARMP) is deemed indispensable.
Within the framework of the said operation, Cameroon has secured an overall package to the tune of CFAF 3.2 billion (€05 million), corresponding to the spontaneous response of the French Cooperation through C2D’s funds, as to the request addressed to funds donors by the Cameroon Government as regards the financing of the Territory Development Program (PRODAT). In the same vein, the European Union, based on the Emergency Trust Funds disbursed via the French Development Agency (AFD), is expected to finance such an operation to the tune of CFAF 6.5 billion (€10 million ). Through the National Community-driven Development Program, the Cameroon Government envisages to earmark part of such funds for the financing of projects to be implemented both in compliance with the Labor-intensive Approach (HIMO) requirements and the operating method enforced within PNDP.
The expressions of interest (one original and six copies) specifying one or several components, as mentioned above, that emanate from the same division must be submitted to PNDP’s National Coordination Unit (NCU), located at Nouvelle Route Bastos, opposite former UNDP Office (PNUD), latest 19 May 2017 at 03:00 p.m. , prompt (local time).
The said expression of interest will be expected to include the following documents:
a) A letter of expression of interest drafted in compliance with the enclosed pattern that must specify :
b) A copy of the trade register ;
c) The list of the technical team to be mobilized, in adequacy with the project to be carried out ;
d) The list of equipment to be mobilized, in line with the project to be carried out ;
e) An attestation of non-exclusion from the public procurement process during the five (05) last years (2011-2015), issued by the Public Contract Regulatory Agency (ARMP) ;
f) The supporting documents in connection with the contracts executed, such as :
1st and last page of each agreement/contract;
Acceptance minutes of the services provided or a Certificate of good perfonmance issued by the Project Owner concerned.
g) The Statistical and Fiscal Declaration (DSF) duly approved by a chartered accountant ;
The integrity and eligibility statement, as well as the socio-environmental commitment to comply with the duly signed and initialed French Development Agency’s requirements in terms of public procurement (pattern thereto to be withdrawn from PNDP or either from the National Coordination Unit located in Yaounde, or from the Regional Coordination Unit located in the Far-North Region in Maroua).
