Within the framework of the 2024 Public Investment Budget, the Mayor of ISANGELE Council on

behalf of the Minister of Decentralization and Local Development hereby launches an Open National Invitation to Tender N° 008/ONIT/ISANGELECOUNCIL/ICTB/PIB 2025

OF 20/02/2025 FOR THE CONSTRUCTION OF A MODERN LOW COST HOUSE WITH 4 STUDIOS AT ISANGELE.

The works comprise notably THE CONSTRUCTION OF A MODERN LOW COST HOUSE WITH 4 STUDIOS AT ISANGELE. This involves the realization of the tasks outlined in the bills of quantities and cost estimates and elaborated in the special technical clauses comprising notably: q Preliminary works

·         Foundation Works ;

·         Elevation: concrete and masonry Works ;

·         Roof works;

·         Electrical works within the building;

·         Plumbing works within the building;

·         Electrical fixtures;

·         Plumbing fixtures;

·         Floor finishes;

The estimated cost after preliminary studies is 50 000 000 Fcfa

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2025 financial year budgetary head

The maximum deadline provided by the Project Owner or Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 1 000 000 FCFA and valid for thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on the 20/03/2024 at I0am local time by the Tenders Board of the Contracting Authority in the Conference Hall of Isangele Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria

A bid shall be rejected if:

It lacks bid bond;

The technical score is less than the minimum required;

-      It has any fake or forged document; - It lacks any quantified unit price; - It carries any

false information.

-      It does not respect the model documents

The bidder has antecedents of abandoned or uncompleted projects.

The criteria for qualification of candidates should be on the following:

·:• Access to credit or other financial sources (45 million francs at least) Yes / No

·      Availability of material and essential equipment                 Yes / No • Experience of

v Methodology Yes/No

v Turnover as in business license above or equal to 50million francs CFA; v Qualified personnel relevant to the job. Non-respect of two (02) of the above criteria shall entai/ rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to exécute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
