Within the framework of Public Investment Budget 2025, the Mayor of Isangele municipality hereby launches open national invitation to tender for THE CONSTRUCTION OF A FENCE ROUND GNS ISANGELE; NDIAN DIVISION SOUTH WEST REGION

The works comprise notably THE CONSTRUCTION OF A FENCE ROUND GNS ISANGELE; NDIAN DIVISION SOUT WEST REGION. This involves the realization of the tasks outlined in the bills of quantities and cost estimates ar '2laborated in the special technical clauses comprising notably:

-Preparatory works

- Earth Works ;

     - Foundation Works ;

-Elevation Works ;

- Joinery

-Painting

The estimated cost after preliminary studies stands at: THIRTY MILLION (30,000,000) FCFA.

The works which are subject of this invitation to tender is single lot.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical, financial ar legal capacities and who are not under suspension by the authority in charge of public contracts.

Works which formed the subject of this invitation to tender shall be financed by the Public investment Budget 202

The complete tender file may be obtained from the office of the Private Secretary to the Mayor of Isangele Council as soi as this notice is published against a payment of a non-refundable sum of fifty thousands (50.000) FCFA payable at ti Isangele Council.

Each bid drafted in English or French shah be presented in seven (07) copies including the original and six (06) copie marked as such. These shah be submitted in one sealed packet containing three (3) envelopes; (A: Administrative fil B: Technical file, C: Financial file). The sealed packet should reach at the Private Secretary to the Mayor of Isarge Council, latest the 03/03/2024 at 9:00 am local time and should carry the inscription:

"To be opened only during the bid-opening session" Offers which arrive after the deadline date and time shall not be received.

1.  The maximum duration of execution provided for by the Contracting Authority is threg (03) months. This duration is as from the date of notification of the service order to start work.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender fil issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge finance, (see list in document No. 11 of this tender file), and of an amount of SIX HUNDRED THOUSAND (600,000FCFA, valid for Thirty (30) days beyond the date of validity of bids.Bid bonds for unsuccessful bidders shah be withdrawn not later than fifteen (15) days after the award of the contra and that of the successful bidder shah be retained until the required performance guarantee for good execution provided.

Under penalty of being rejected, only originals or Crue copies certified by the issuing service or administratif authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tend€ They must not be older than three (3) months before the latest date set for the opening of bids.

Any bid not in compliance with the prescriptions of the Tender File shah be declared Inadmissible.

This refers especially to the absence of a bid bond

The opening of the bids in one phase shall be done on 03/03/2025 at 10:00 am prompt local time by the Tend Board of the Contracting Authority in Isangele Council Office, in the presence of the bidders or duly authorizi representatives having full knowledge of the file (power of attorney).

The evaluation of bids shah be carried out in three stages:

> 1st Stage : verification of the presence and conformity of each administrative document ; > 2nd Stage : Evaluation of the technical bids ; > 3rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as follows:

14.1-Eliminatory criteria

- Absence of bid bond;

- False declaration or falsified documents;

-      Omission of a quantified task on the bill of quantities and cost estimates;

-      Non satisfaction of at least 70% of the main qualification criteria

-      Incomplete administrative document after the stipulated 48 hours

14.2. Main qualification (essential) criteria: The evaluation of the bids shah be done on predefined technical criter following the binary process ('Yes' or 'Nos). The criteria relating to the qualification of candidates will indicatively I on the following:

·      General Presentation, compliance with the model bid;

·      Financial capacity; 25 million

·      Experience (references) of the enterprise;

·      Company turnover 30 million

·      Personnel to be mobilized

·      Material and essential equipment put at the disposai of the project;

·      Methodology, organization of the site and relevance of proposed solutions;

The Jobbing Order shah be awarded to the bidder whose bid is in conformity with the dispositions of the tend file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the pub] contracts code. That is, it shall be awarded to the bidder with a sa tisfactory technical score and the lowest financi offer.

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set fi the submission of bids
