Within the framework of the rehabilitation of CMPJ of DATCHEKA, of the Mayo-Danay Division, the Mayor of the DATCHEKA council, Contracting Authority, hereby launches an Open National Invitation to Tender in Emergency Procedure for Ministry of Basic Education.
The works, object of this national invitation to tender comprise the following tasks inter alia :
· Preparatory works ;
· Inclination masonry ;
· Roofing framework ;
· Metal fittings ;
· Wiring ;
· Painting
The estimated cost of the operation following prior studies stands is Sixty million (16 000 000) Fcfa.

Participation in this invitation to tender is open to companies of Cameroonian Nationality which possess the required legal, financial and technical abilities.

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of Three hundred and twenty thousand (320 000) Fcfa and valid for thirty (30) days beyond the original date of the validity of the offers.
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender. They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
L’ouverture des plis se fera en un temps. L'ouverture des pièces administratives, des offres techniques et financières aura lieu le 24/03/2025 à 15 heures par la Commission Interne de Passation des Marchés placées auprès de la Commune de DATCHEKA dans la salle de réunions de ladite Commune. Seuls les soumissionnaires peuvent assister à cette séance d'ouverture ou s'y faire représenter par une personne de leur choix dûment mandatée.
Eliminatory criteria
The main relative criteria to the elimination of the offers of the candidates are defined like below :
a) Uncompleted documents ;
b) Absence of tender security ;
c) Falcificated documents.
Technical proposal
a) Incomplet documents ;
b) False declaration, falcificated or scanned ;
c) Non-conforty of technical specifications (sub-detailed price, quantified unit; price) ;
d) Failure to meet at least twenty (20) out of the twenty-six (26) essential criteria.
Financial offer
a) Incomplete financial offer ;
b) Non-compliant documents ;
c) Omission of a quantified unit price in the financial offer ;
d) Absence of a sub-detailed price

L’Autorité Contractante attribuera le Marché au Soumissionnaire dont l’offre a été reconnue conforme pour l’essentiel au Dossier d’Appel d’Offres et qui dispose des capacités techniques et financières requises pour exécuter le Marché de façon satisfaisante et dont l’offre a été évaluée la moins-disante en incluant le cas échéant les rabais proposés.
Les soumissionnaires restent engagés par leur offre pendant 90 jours à partir de la date limite fixée pour la remise des offres.
