The Mayor of Bamenda III Council ; Contracting Authority, initiates on the behalf of the Republic of Cameroon, an Open National Invitation to tender for the realization of the operation mentioned above:

The purpose of the tender is the Execution Of Works For The Tarring With Three Coats Surface-Dressing Of The Roads From GBTTC Through St Paul’s College -Full Gospel Mile 3 Nkwen Average Width 8m,  Length= 1km In Bamenda III Subdivision, Mezam Division Of The North West Region.

Participation in this invitation to tender is open to all registered and qualified companies or groups of companies based in the Republic of Cameroon and most have registered on the COLEPS System (having a certificate).

The Works on This tender are funded by the budget of the Ministry of Housing and Urban Development, through the 2025 financial year. The previewed cost of the entire works of this Open National Invitation to tender is: ____100 000 000(one hundred million) FCFA all taxes included.

The entire period of execution of these Works is 4(four)months_ calendar months. This duration starts as of the date of notification of the service order to start Works.

The bids should be accompanied by a temporal bid bond (Bank Tender Guarantee), established as per the indicated Model in this tender file, by a financial institution accredited by the Ministry of Finance, and of an Amount equal to: 

To avoid being rejected, the original copy of the bid bond (Bank tender guarantee) should be produce dating less than3 (three) months.

The temporal bid bond shall automatically be liberated highest 30 (thirty days) days upon expiration of the validity of the bids for the unsuccessful bidders. In case where the bidder is awarded the contract, the temporal bid bond is liberated after the production of the final bond.

NB:The system will reject any bid submitted after the stipulated time above.

Bids that will be submitted after the date and time mentioned above or those that will not respect the separation model indicated in the different documents in each bid shall not be accepted.

To avoid being rejected, the required Administrative documents will be imperatively produced in original or in certified true copies by the issuing service, in conformity with the stipulation of the rules and regulations of this tender.

These Administrative documents have a validity period of (03) three months. This validity period has to begin after the date of the lunching of the tender.

15-1-: ELIMINATORY CRITERIA

1 Deadline for delivery higher than prescribed;

2. false declaration or falsified documents

3. absence of or insufficient bid bond

4 . a bid with the external envelope carrying  sign or mark leading to the identification of the bidder;

5.incomplete financial file

6. omission of unit price in financial bid

7 change of quantity or unit

8 non respect of (75%)of essential criteria

15-2: ESSENTIAL   CRITERIA 

The technical bids will be evaluated according to the following ten (10) main criteria :

a. key personnel of the enterprise on three (03) criteria;

b. the site equipment to be mobilized on five (05) criteria;

c. the enterprise references on two (02)criteria.

Any bidder with or without an attestation of categorisation is qualifies to bid.

The bidders will be engaged by their bids during a period of ninety (90) days as from the latest date programmed for bids deposit.

The contract will be awarded to the lowest bidder, fulfilling the required administrative, technical, and financial criteria.

Only a maximum of one lot can be award to a bidder for this tender.
