The works comprise natc.bly; FOR THE CONSTiUJCTION OF PAVED STREETS WITH INTERLOCKING BRICKS IN BAMUSSO (Bamusso council arec). This invoives the redisation of the tasks ouilined in the bills of quantifies and cost estimotes and eiaboroted in the special technical clauses comprising notably:

- Preliminary works and actions involving complementary studies and site installation; -    Earth works

Under penalty of being rejected, only originals or truc copies certified by the issuing service or administrative o_1/4uthorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not aider thon three (3) months before the latest date set for the opening of bids. Any bid net in compliance with the prescriptions of ihe Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first order bank approved by the Minister in charge of Finance valid for ihirty (30) deys atter the validity of bids.

The opening of the bicls in one phase shall be done on 28/03/2025 at 11:00 am prompt local time in the Conference Hall of the Bamusso council Only bidders may attend or be duly represenied by a person of their choice, who has a full knowledge of ihe file and has been mandated in chat capacity.

The evaluation of bids shall be carried out in three stages:

> 1⁵¹ Stage : verification of the presence and conformity of each administrative documents

>      2nd Stage : Evaluation of the lechnicâ bids ;

>      3^rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as follows: 1 4.1 -Eliminatory criteria

A bid shall be evaluated on cc;ndUlons of

e    Absence of bid bond

·      False declaration or forged document

Non compliance with major technicEJ specifications (to be listed)

+    Non-respect of X essentiel criteria (X being greater then or equel to 1)

·      Absence of quentified unit price)

Non compliance with the modal big.

14.2. Main qualification (esseniia!) criteria: The evaivation cf the bids shah' be done on predefined criteria following the binary process {'Yes' or 'No'). The criteria relating ta the qualification of ::ndidates will indicatively be on the following:

#      Financial situation;

·         Experience;

·         Personnel;

·         Equipment.

The jobbing order/contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the Public Contracls code. That is, it shah be awarded to the bidder with a satisfactory technicat score and the lowest financial offer.

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
