As part of the improvement of the living conditions of the populations of the BANDJA CouncilThe mayor of the  BANDJA,  launches an open national tender for LAN N°04 /ONIT/C-BDJA/SG/SIGAMP/CIPM-ROAD /2025OF 19 FEBRUARY FOR THE MUNICIPAL ROAD REHABILITATION WORK CARREFOUR INTERKO-BADOUMVEN IS BABOUANTOU IN BANDJA COUNCIL, UPPER-NKAM DIVISION

2.Consistance des prestations New(Additif)

The services covered by this call for tenders consist of the execution of the trades provided for in the quantitative and estimated estimate

3.Cout Prévisionnel New(Additif)

The estimated cost of this benefit is:

38 000 000 (thirty eight million)

4.Allotissement New(Additif)

The works shall constitute in one lot

5.Participation et origine New(Additif)

Participation is open on equal terms to all eligible Cameroonian companies eligible and fulfilling the conditions set out in the Specific Tender Regulations (RPAO

6.Financement New(Additif)

The work, subject of this call for Tender is financed by the, public investment budget, fiscal 2025, transferred to the Bandja council

7.Consultation du Dossier New(Additif)

The Tender documents can be consulted during working hours at BANDJA Town Hall, as from the publication of this notice

8.Acquisition du Dossier New(Additif)

The Tender Package may be obtained during working hours from at BANKA Town hall, upon publication of this notice, against payment of one Non-refundable sum of 55 000  (Fifty five ten thousand) FCFA pay to the Municipal Revenue of the Municipality of BANDJA COUNCIL or to the public treasure

9.Remises des offres New(Additif)

Bids written in english or french in seven (07) copies of which one (01) original and six (06) copies marked as such will be deposited Under seal with a receipt at BANDJA Town hall, no later than 24 /03/2025 to 10,00 a.m  local time at BANDJA Town hall.

10.Delai de Livraison New(Additif)

The work covered by this call for tenders must be delivered within three (03) months per lot from the date of notification of the Service Order

11.Cautionnement Provisoire New(Additif)

Under penalty of rejection, each tenderer must attach to his administrative documents a bid bond drawn up by a bank of first order or an insurance company approved by the Ministry in charge of Finance and listed in Exhibit 12 of the call for tenders document for an amount equal valid for a period of thirty (30) days, beyond the closing date for the validity of the bids: 760 000 F CFA

12.Recevabilité des Offres New(Additif)

In the event of rejection, the administrative documents required must be produced in original or certified copies by the issuing department or a competent authority (Senior Divisional Officer or Divisional Officer…), in accordance with the provisions of the Special Regulations of the Appeal d 'offers.

They must be dated less than three (03) months before the original date for submission of tenders or have been established after the date of signature of the Notice of Invitation to Tender.

Any incomplete Tender in accordance with the requirements of the Bidding Document shall be declared inadmissible. Notably the absence of the bid bond issued by a first-rate bank or an insurance company approved by the changed Ministry of Finance and listed in Exhibit 11 of the call for tenders document

13.Ouverture des Plis New(Additif)

The opening of the folds will be done in one time. The opening of administrative documents, technical and financial offers will take place from 24/03/2025 to 11, local time by the Internal Tender Boards, in the meeting room at BANDJA Town Hall.

Only Tenderers may attend this opening session or be represented by a duly mandated person of their choice

14.Critères d'évaluation New(Additif)

1. Elimination Criteria

The elimination criteria set out the minimum conditions to be admitted for evaluation according to the essential tanks. Failure to comply with these criteria will result in the Tenderer's bid being rejected.

These include:

-      absence of an administrative document not regularized within 48 hours;

-      absence or non-compliance of the bid bond at the opening of the offers;

-      false declaration or falsified document;

-      omission in the financial offer of a quantified unit price;

-      Absence of the Diploma or certificate of successful completion of Professional Qualification (DQP in Electricity) with minimum experience of 05 (Five) years;

-      Presence in the directory of failing companies published by the Ministry of Public Procurement;

-      Non-compliance with (18) yes of the evaluation grid

15.Attribution New(Additif)

The Contracting Authority shall award the Contract to the Bidder fulfilling the conditions set out in points 34.1 and 34.2 of the Supplementary Regulations

16.Durée Validité des Offres New(Additif)

Tenderers shall remain bound by their tenders for ninety (90) days from the closing date for the submission of tender

17.Renseignements Complémentaires New(Additif)

The Mayor of BANDJA Council serves right in case of necessity to add quit other useful subsequent modification to the present invitation to Tender.
