Within the framework of the 2025 Public Investment Budget, the Mayor of Limbe II council, hereby launches an Open National Invitation to Tender by Emergency Procedure FOR TIIE SETTING UP OF LIMBE II COMMUNITY RADIO.

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated cost alter preliminary studies is Eight million Francs (17 500 000 F CFA). 

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

Services which form the subject ofthis invitation to tender shall be funded by the Public Investment Budget of the 2025 financial year.

The file may be consulted from Monday to Friday during working hours (7:30am — 3:30pm) at the office of the Mayor of Limbe II Council as soon as this notice is published

The Tender file may be obtained from the office of the Mayor of Limbe II Council as soon as this notice is published upon presentation of a trcasury receipt attesting to the payment of a non-refundable fee of Thirty Francs (30 000 FCFA), payable at the Municipal Treasury Limbe II council.

Any Document poorly drawn-up, not Gourd as per Article 24 of the Public Contracts Code or not produced in seven (7) Copies shah be rejected.

The maximum deadline provided for by the Project Owner for the execution of the works forming the subject ofthis invitation to tender is two (02) months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File, of an amount of THREE HUNDRED AND FIFTY TIIOUSAND Francs (350 000' F CFA) and valid for thirty (30) days beyond the date of validity.

In case a bidder is awarded the contract, the bid bond will only be released on presentation of the final bond.

The bids shah be opcned in a single(01) phase on the  28 MARS 2025                       at 10am local time

by the Limbe II Council Internai Tenders Board in the Conference Hall of the Limbe II Council. Only bidders may attend or their duly accredited représentatives with Power of Attorney.

i)                      Main Eliminatory Criteria

A bid shall be rejected if:

Absence of bid bond

It lacks any Administrative document.48 hrs after opening

It has any fake or forged document.

It contains any false information.

The technical score is less than the minimum required.

Absence of quantified unit price;

Noncompliance with the model bid documents;

Enterprise has any abandoned project.

ii)                    Main Qualification criteria

The criteria for qualification of candidates should be on the following:

Access to credit or other financial sources (8 million francs at least)       Yes / No

References of similar jobs;                                                                       Yes / No

-        Availability of material and essential equipment                                      Yes / No

Experience of supervisory staff                                                               Yes / No

Methodology                                                                                            Yes/No

-        Turnover as in business licensc above or equal to 8 million francs CFA; Yes/No

- Qualified personnel relevant to the job.                                                       Yes/No

NB: The marking scale for bids by award of points is banned in favbur of the binary method (Yes or No).

The Jobbing Order shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
