Three months execution time frame.
Each bidder shall enclose in his administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of Finance and that shall respect the model in this tender file and valid for ninety (90) days beyond the original date of the validity of the offers.

Under penalty of rejection, the required administrative documents must be imperatively
produced as original documents or photocopies certified as authentic by the issuing authority, or Administrative Authorities (SDO, DO) in accordance with Special Regulations of the Invitation to
Tender, within the last three months, otherwise they shall not be acceptcd. Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably;
- The absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or Its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.
The bids shall be opened in single (01) phase on 21/03/2025 at 10:30 AM local time by the Tender Board of the Delegated Contracting authority in the Conference Hall of ALOU Council, in the presence of the bidders or duly authorized representatives having full knowledge of the file.
MAIN ELIMINATORY CRITERIA:
Bid shall be rejected when:
- Lack bid security
- Non conformity of administrative documents 48hrs alter opening of bids
- Absence of unit prices
- Falsified or fraudulent documents
- Technical score less than 70%
12. MAIN QUALIFICATION CRITERIA:
- General Presentation in conformity with the models of this bid
- Done projects Totaling 150 million FCFA during the past 3 years
- Access to credit or other financial sources
- Has done similar job before
- Availability of material and essential equipment supervisory staff with at least 3-5 years' experience in the construction of electrical power distribution networks
The non-respect of any of the above criteria shall cause the elimination of the bid.

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
