Within the framework of the 2025 Public Investment Budget, the Mayor of Dikome Balue Council on behalf of the Minister of Agriculture and rural Development hereby launches an Open National Invitation to Tender by emergency procedure for the Construction of a bridge over River Nyange along the Dikome Balue - Kombone Bafaw Road phase 1

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost alter preliminary studies is 23 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is four (04) months.

Each bidder must include in hi s administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 460 000 CFAF and valid for thirty (30) days beyond the date of validity of bids

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Oflicers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall      opened in a single (01) phase on the 26/03/2025 at I lam local Lime by the Tenders Board of the Contracting Authority in the Conference Hall of Dikome Balue Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria

A bid shall be rejected if:

-     It lacks bid bond;

The technical score is less than the minimum required;

It has any fake or forged document;

It lacks any quanti lied unit price; It carries any l'aise information

-          It does not respect the model documents

The criteria for qualification of candidates should be on the following:

·         Access to credit or other financial sources

·         (12.5 million francs at least) Yes / No

·         References of similar jobs; Yes / No

·         Availability of material and essential

equipment                Yes / No

·         Experience of supervisory staff Yes / No

·         Methodology              Yes/No

·:• Turnover as in business license above or equal to 12.5 million francs CFA; Yes/No

v  Qualified personnel relevant to the job. Yes/No

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
