Within the framework of the 2025 Public Investment Budget, the Mayor of Dikome Balue Council on behalf of the Minister of Public Health hereby launches an Open National Invitation to Tender by emergency procedure FOR THE REHABILITATIN OF THE BONJI BALUE AND NEMBI INTEGRATED HEALTH CENTERS

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated cost after preliminary studies is 20 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2025 financial year budgetary head: 594,0 047 06 641913 464211 611

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works fonning the subject of this invitation to tender is four (04) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 400 000 CFAF and valid for thirty (30) days beyond the date of validity of bids

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shah be opened in a single (01) phase on the 27/03/2025 at llam local time by the Tenders Board of the Contracting Authority in the Conference Hall of Dikome Balue Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria
A bid shah be rejected if:

-     It lacks bid bond;

The technical score is less than the minimum required;

It has any fake or forged document; It lacks any quantified unit price; It carries any false information. It does not respect the model documents

ii.       Main Qualification criteria

The criteria for qualification of candidates should be on the following:

·      Access to credit or other financial sources

·           (10 million francs at least) Yes / No

·           References of similar jobs; Yes / No

·           Availability of material and essential

equipment                  Yes / No

·           Experience of supervisory staff Yes / No

·           Methodology             Yes/No

·           Turnover as in business license above

or equal to 10 million francs CFA; Yes/No

·      Qualified personnel relevant to the job. Yes/No

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
