Within the framework of the 2024 Public Investment Budget, the Lord Mayor of BARE Council Contracting Authority, hereby launches an open national invitation to tender, with urgency, FOR THE CONSTRUCTION WORKS OF A BOREHOLE WITH HUMAN-POWERED PUMP AT NDOM VILLAGE, BARE COUNCIL, MUNGO DIVISION, LITTORAL REGION, BARE COUNCIL, MUNGO DIVISION, LITTORAL REGION.
Works comprise especially :
- study and installation of the site ;
- drilling and developpement ;
- equipment and development ;
- pumping test, structure and pump ;
- analyzes, processing and committee training, technical.
The estimated cost of the operation following preliminary studies is eight million five hundred thousand (8 500 000) Francs CFA.F CFA.

Each bidder must attach to their administrative documents a bid bond, paid by hand, issued by an organization or financial institution approved by the Minister responsible for finance to issue bonds in the areas of public procurement, the list of which appears in the document. 14 of the DAO, the amount of which amounts to 170 000 (One Hundred and Seventy Thousand) Francs F CFA and valid for up to thirty (30) days beyond the initial date validity of offers. The absence of a bid bond issued by a first-rate bank or a first-class financial organization authorized by the Ministry of Finance to issue bonds in the context of public procurement will result in the outright rejection of the offer. A bid bond produced but having no connection with the consultation concerned is considered absent. The bid bond presented
by a bidder during the bid opening session is inadmissible.
The administrative documents, the technical offer and the financial offer must be placed in different separate envelopes and delivered in a sealed envelope.
The following will be inadmissible by the Project Owner:
- The envelopes bearing information on the identity of the tenderer;
- Entries received after the submission deadlines and times;
- Entries that do not comply with the submission method.

The opening of the bids is done in one time and will take place on 09 APR 2025, at 12 p.m.

their choice, even in the case of a group of companies.
Under penalty of rejection, the required administrative file documents must be produced in originals or certified true copies by the issuing service or the competent administrative authority, in accordance with the provisions of the Special Regulations of the Call for Tenders. They must be less than three (03) months old or have been established after the date of signature of the Invitation to Tender notice.
In the event of absence or non-compliance of a document from the administrative file when opening the envelopes, after a period of 48 hours granted by the Commission, the offer will be rejected. [The opening must take place no later than one hour after the deadline for receipt of offers set in the Tender Document].

Eliminatory criteria
[The eliminatory criteria set the minimum conditions to be met to be admitted to the evaluation according to the essential criteria. They should not be rated. Failure to comply with these criteria will result in the rejection of the bidder's offer.]
These include:
- the absence of the bid bond when opening the bids;
- non-production beyond the deadline of 48 hours after the opening of the bids, of a document from the administrative file deemed non-compliant or absent when the bids were opened, (except the bid bond);
- false declarations, fraudulent maneuvers or falsified documents;
- non-compliance with X essential criteria (X referring to the qualification threshold for technical offers);
- the absence of a sworn declaration of non-abandonment of construction sites over the last three years;
- non-compliance with the offer file format;
- the absence of a quantified unit price in the Financial Offer;
- the absence of a prospectus accompanied by the manufacturer's technical data sheets, if applicable;
- the absence of approval or authorization from the manufacturer, where applicable.

The Project Manager awards the contract to the tenderer who has submitted an offer meeting the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including, where applicable, the proposed discounts.
Bidders remain committed to their offer for eighty (90) days from the deadline set for submission of offers.
