1.Objet New(Additif)

Within the framework of the Public Investment Budget 2025, The Mayor of Menji Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE CONSTRUCTION OF A CASSAVA PROCESSING CENTER IN NJOAGWI, LEBIA'LEM DIVISION, SOUTH WEST REGION

2.Consistance des prestations New(Additif)

The works comprise the output of the preliminary studies carried out and the detailed information provided in the technical specifications and the quantitative estimates.

3.Cout Prévisionnel New(Additif)

The estimated budget inclusive of taxes is Twenty-Three Million (23 000 000) FCFA;

4.Participation et origine New(Additif)

The Open National Invitation to Tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this Open National Invitation to Tender.

 

5.Financement New(Additif)

Works of this Open National Invitation to Tender shall be rmanced by Public Investment Budget 2025, Record Number: JA04832 and Budget Head: 593015604641917523317

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Menji Council - General Secretariat, Tel: 675007166 as soon as this notice is published

7.Acquisition du Dossier New(Additif)

payment of the sum of fifteen thousand (20,000) CFA   Municipal Treasury.                                                        

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (7) copies including the 'original and six (6) copies marked as such, should reach the Menji Council Office (General Secretariat) not later than Friday 28 March 2025 at 10 am local time and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum time frame provided for the execution of the works forming the subject of this Open National Invitation to Tender is four (04) months per lot, with effect from the date of notification of the service order to commence works.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Open National Invitation to Tender File, and of an amount of 2% which is valid for Ninety (90) days beyond the date of validity of bids.

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on Friday 28 March 2025 at 11am local time in the Conference Hall, at the Menji council office by the competent Tender board, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

13.Critères d'évaluation New(Additif)

Eliininatory criteria

Any bid not meeting with the requirements of the Open National Invitation to Tender File will be declared

inadmissible. The eliminatory criteria are identified as follows:

·         Lack of bid bond or false bid bond;                                               1

·         Text Box: rForged or falsified documents in the Open National Invitation to Tender File;

·         Absence or non-conformity of an administrative document within 48hours after bids opening

·         A technical score of less than 70%,

v  Omission of a quantified unit price in the financial offer;

ii.      Essential criteria

The main qualification criteria shall concern:

- General Presentation, compliance with the model bid.

14.Attribution New(Additif)

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the lowest financial bidder.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained during working hours from the Menji Council Office
