The works comprise notably; FOR THE SUPPLY OF CASSAVA PROCESSING

"To be opened only during the bid opening session" 

The maximum period provided for the execution of the works (03) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of Eight hundred thousand francs (800.000) FCFA. With a validity period of ninety (90) deys from the date the bids are opened.

Under pain of being rejected, only originels or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, Divisional Delegates of Agriculture and Rural development, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be aider thon three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especialiy the absence of a bid bond issued by an opproved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shah lead to outright rejection of the bid without aopeal.

The bids shah be opened in a single phase on 28/03/ 2025 at 11 am local time by the Tender Board of the Contracting authority in the Conference Hall of the Ekondo titi Council Office, in the presence of the bidders or  representatives having full knowledge of the file.

 

 

The non-respect of one of the criteria shah cause the elimination of the bid. NB: the marking scale for offers by award of points is banned in favor of the binary method (Yes or No).

13. ELIMINATORY CRITERIA

- Absence of or insufficient bid bond

13.2. Main qualification (essentiel) criteria: The eveluation of the bids shed be done on predefined technical criteria following the binary process ('Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the folowing:

·      General presentation, compliance with model bid:

·      Financial capacity

·      Experience (references) of the enterprise;

·      Personnel to be mobilised

·      Ongoing job within the municipality

·      material and essentiel equipment put at the disposai of the project;

·      Methodology, organization of the site and relevance of proposed solutions;

·         Duration of execution.

The contract shall be awarded to the qualified bidder with the lowest reasonable financial offer.

Bidders shah be bound by their bids for a period of 90 (ninety) do effect from the date of opening of bids.
