The estimated cost after preliminary studies is twenty million (20,000,000) CFA francs all taxes inclusive.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of

Works which formed the subject of this invitation to tender shall be financed by the PIB, 2025 financial year through Budget Head (imputation) N° 591510201641917523314426, Expenditure Authorization N°: JA01535
The Tender documents may be consulted immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the contracts award) during working hours.
The tender file may be acquired from the MENJI COUNCIL office as soon as this notice is published and upon presentation of a non-refundable treasury receipt bearing the amount of forty thousand (40 000) FCFA. Such a receipt shall identify the concerned bidder
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should be submitted to the secretarial of the MENJI COUNCIL office not later than Friday, 28 March 2025 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:
-Envelop A: Administrative documents; - Envelop B: Technical offer;
-Envelop C: Financial offer.
These three (03) envelops will be put in a fourth one which shah be sealed and labelled imperatively as follows:

The maximum execution timeframe provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.
1. Bid bond
Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shah be accompanied by a bid security worth of 400,00FCFA (2% of the project amount) which is valid for thirty (30) days beyond the date of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The offers shah be opened in a single phase. The administrative, technical and financial bids shall be opened on, the Friday, 28 March 2025 at 11.00 a.m., local time by the MENJI COUNCIL 1NTERNAL TENDERS BOARD in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
The evaluation of bids shall be carried out in three stages:
r- 1st stage: verification of the presence and conformity of each administrative document. 2nd stage: Evaluation of the technical bids.
Ø 3rd stage: Analysis of the financial bids.
The criteria of evaluation shah be as follows:
L Eliminatory criteria They are especially:
¨ Absence of bid bond,
¨ False declaration or forged document,
¨ A technical score of less than 70%,
¨ Absence of quantified unit price
Essential (main qualification) criteria
The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
¨ Experience of the enterprise (enterprise's references in similar constructing works);
¨ Key personnel/staff to be mobilised;
¨ Methodological note/organisation of the work site;
¨ Equipment put at the disposai of the project;
¨ Financial capacity (10 000 000 CFA Francs)
¨ Execution deadline
¨ Company turnover of 20 000 000 CFA Francs
he jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
