Participation is opened to all duly registered Cameroonian enterprises with the necessary technical, financial and legal capocities and who are not under suspension by the authority in charge of public controcts.

FINANCING: MINSANTE COMMON DECENTRALISATION FUND 2025

"To be opened only during the bid opening sessio

The maximum period provided for the execution of the works is fixed at two (02) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC

(Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of Four hundred thousand francs (400 000) FCFA. With a validity

period of ninety (90) days from the date the bids are opened.

Under pain of being rejected, only originels or certified true copies from the I service or administrative authorities (Senior Divisional Officers, Divisional Officers, Divisional Delegates of Agriculture and Rural devefopment, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.

The bids shall be opened in a single phase on 07/05/ 2025 at 12 noon local time by the Tender Board of the Contracting authority in the Conference Hall of the Ekondo titi Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file.

) MAIN ELIMINATORY CRITERIA: Bids shall be rejected when:

·       They lack bid security

·       False declaration or fake document

Non respect of three (3) main qualification criteria e. Technical marks below 70%

Absence of or insufficient bid bond

13.2. Main qualification (essentiel) criteria: The eveluation of the bids shall be done on predefined technical criteria following the binary process ('Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the folowing:

·         General presentation, compliance with model bid;

·         Financial capacity

·         Experience (references) of the enterprise;

·         Personnel to be mobilised

·         Ongoing job within the municipality

·         Material and essentiel equipment put at the disposai of the project;

·         Methodology, organization of the site and relevance of proposed sol

Duration of execution. 14, AWARD CRITERIA

The contract shall be awarded to the qualified bidder with the lowest reasonable financial offer.

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
