The Regional Delegate of Public Contracts for the Center Region, Contracting Authority, hereby launches on behalf of the Telecommunications Regulatory Board, an Open National Invitation to tender in emergency procedure for the supply of vehicles to the Regional D elegation of the TRB for the Center, South and East Regions in Yaounde.
The necessary equipment subject of this tender is for the supply of three (03) vehicles as below and in one lot:
- One 4x4 double cab pickup
- One 4x4 SUV petrol
- One sedan petrol
Transport and delivery to the Center Administrative Garage in Yaounde.
The estimated cost after preliminary studies is seventy million (70 000 000) FCFA and divided as foliows:
- one 4x4 double cab pickup: 25 000 000 FCFA ;
- one 4x4 SUV petrol. 25 000 000 FCFA;
- one Sedan petrol: 20 000 000 FCFA;

Participation in this consultation is open to all enterprises or businesses under Cameroonian law established in Cameroon and justifying proven experience in supply of vehicles.

The maximum deadline provided for by the Project Owner for the delivery of the equipment is set at thirty (30) days from the date of signing the notification order to commence delivery.
Each bidder must include in his administrative documents, a provisional guarantee issued by a first class bank approved by the Ministry in charge of Finance and the list of which is found in document 12 of the Tender Dossier for an amount of one million and four hundred thousand (1 400 000) FCFA and valid for thirty (30) days beyond the deadline of bid validity.
Less they are rejected, only the originals of the administrative documents or copies thereof certified by either the issuing service or an administrative authority shall be accepted, in keeping with the requirements of the special tender regulation. They must not be older than three (03) months and valid on the day of the tender disclosure.
Any bid not meeting the requirements of this notice and the tender file shall be declared inadmissible. Including the absence of the bid bond issued by a first class bank approved by the Ministry of Finance or the non-respect of modeis of parts of the bidding documents, will result in rejection of the offer.
Opening of the administrative and financial bids will be done once on the 22nd June 2016 at 1.00 pm prompt by the Center Regional Tenders Board at the meeting Hall of the Center Regional Delegation of Public Contracts 2nd floor at Omnisport in the presence of the bidders.
Only bidders or their duly designated and well informed representative (even in case of group) shall attend the opening session.
14.1 Eliminatory criteria
- Incomplete administrative document;
- False statement or falsified document;
- Absence of the approval or the authorization of the manufacturer;
- Absence of prospectus or manufacturer's technical sheet describing the technical characteristics of the vehicles;
- Absence of the minutes of validation of the prototype or the certificate of conformity of the proposed vehicles;
- Non-satisfaction of at least five (05) on seven (07) of the essential criteria;
- Non-satisfaction of one of the major technical specifications below:

14.2 essential criteria:
The criteria for the qualification of candidates evaluated in a binary manner (satisfied or not) will address:
a) References of the supplier;
b) After-sales service :
c) Delivery time <=(30) days ;
d) Attestation of financial sufficieney of an amount of 70 000 000 F CFA ;
e) Special Conditions of Contract and Description of the supply initialed on each page and signed at the fast;
f) Warranty >= (01) year for each vehicle;
g) Presentation of tenders (spiral binding, colour separation and orderly presentation of the documents.
Only bids meeting at least five (05) on seyen (07) of the essential criteria at the end of the technical analysis will be admitted to the financial analysis.
The Contracting Authority will award the contract to the bidder offering the lowest bid and completing the technical and administratilie capacity.
The Bidders shall be bound by their tenders for 90 days from the deadline for the submission of tenders.
