The Government of Cameroon and SOWEDA have signed a three-year contract for the restructuring of SOWEDA. Within the framework of implementing the activities related to Year 1 (2017) of the contract the General Manager of SOWEDA hereby launches an Open National Invitation to Tender for the supply of 02 (Two) 4x4 Dump Trucks 12T to SOWEDA under the Technical Restructuring Axis of the 'Contrat Plan'.

The services related to this contract shall be the supply of 02 (Two) 4x4 Dump Trucks 12T to SOWEDA as per the ternis and specifications of this tender document.

The estimated cost of this tender is FCFA 180,000,000 (One hundred and Eighty million francs) taxes inclusive.

The supplies that are subject of this tender shah be in 01 (one) Lot.

Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are licensed in the supply of heavy-duty vehicles and which thlfill the requirements of this invitation to tender.

The supplies which are subject of this invitation to tender shah be financed by the `Çontrat Plan Etat/SOWEDA 2016-2018' Budget: Line MINFI/Chapitre 93/2017.

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of General Affairs) during working hours (7.30 a.m. to 3.30 p.m.).

The fender file may be obtained from the same address above, as soon as this notice is published against ;^>payment of a non-refundable fee of 120,000 (One Hundred and twenty thousand) francs CFA, into the CAS­ARMP Account N° 335 988 in any BICEC Bank Branch.

The maximum deadline provided for the delivery of the equipment subject of this tender is fixed at 04 (four) months.

Each bidder must include in his administrative documents a bid bond issued by a first rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount FCFA 3,600,000 (three million six hundred thousand francs) and valid for thirty (30) days beyond the date _f validity of bids.

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (03) months old or established alter the signing of the tender notice.

Any bid not in conformity with the prescriptions of the Tender File shah be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shah lead to a pure and simple rejection of the bid.

The bids shah be opened in a single phase on 20/06/2017 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated persan.

Eliminatory Criteria

v  Absence of an administrative document

• False declaration or falsified document
• Non-compliance with more than 30% of the technical specifications of the vehicles
• Absence of quantified unit price
• Non-compliance with model tender
• Absence of prospectus accompanied by-the technical sheets from the manufacturer

Absence of agreement or authorization from the automobile manufacturer

The contract shah be awarded to the bidder whose administrative bid shah be up-to-date, technical bid judged satisfactory and who shall be the least bidder.
