Within the framework of improving the provision of teaching service, The Mayor of Foumbot council, contracting Authority hereby launches this Open National Invitation to tender in urgency on behalf of the Mayor for Foumbot, for construction work of two blocks of two classroom at some primary schools in Foumbot council. Noun Division

The Works, which are the subject of this open national invitation to tender shall include:
• Preparatory works;
• Earthworks;
• Foundation works;
• Elévation of blocks works;
• Roofing:
• Lumber and metaliic works;
• Electricity works;
• Painting works;
• VRD;
• Miscellaneous.

The estimated cost per lot of the opération follovving prior studies stands is eighty millions (18 000 000) CFA Francs

The works. which are the object of this open national invitation to tender concerns two (02) lots.

Participation in this invitation to tender is open to Cameroonian-based enterprises with experience in the domain.

The works that are the subject of this invitation to tender shall be financed by the PIB MINEDUB

The maximum exécution deadline provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender shall be three (03) months for any lot including rain period.

Each bidder must include in his administrative file, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 360 000 (three hundred thousand Sixty francs) and valid for thirty (30) days beyond the original date of the validity of the offers

Under pain of rejection. the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Offlcer,
Divisional Offlcer...) inaccordance with the Spécial Conditions of the invitation to tender

The bids shall be opened in one phase. The administration, technical and financial bids shall be
opened on 08/04/2025 local time by Internal Commission of Public tender of Foumbot Council.

1. Eliminatory criteria
> Absence of honor déclaration do not abandon a work in 2024;
> Administrative file (no Compliance of an administrative file) not completed in 48 h;
> Incomplète financial file;
> False statements or falsified documents;
> Obtain less than 70% of yes on the essentials criteria;
> Get an abandon or contract cancel during 2023 or 2024 financial year;
> Omission of a quantify unit price;
^ Get a contract in the course of exécution because of Company.
2. Main qualification criteria
The évaluation of technical bids based on the essential qualification criteria below:
• Financial situation (04 yes)
• Référencés of the company (06 yes)
• Senior staff of the company ( 12 yes)
• Construction equipment to be mobilized ( 10 yes)
• Technical proposai (09 yes)
• Général présentation of the bid (03 yes)

The contract will be awarded to the tenderer submitting the lowest bid and meets the necessary technical and administrative capacities.

Bidders will remain coinmitted to their offers for ninetine (90) days from the deadline set for the submission of tenders.
