Participation in this tender shall be open on equal conditions to ail Cameroon-based public works contractor.

Works under this tender shall be financed by the PIB MINTP 2025 as part of the 2025 annuel programme.

The maximum exécution deadiine provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender is in the table. The overall exécution time frame indicated above includes the rainy season.
This maximum exécution time frame of the works is with effect from the date of notification of the notice to proceed work.

Each bidder must include in his administrative file, a bid bond issued by a fîrst rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of F CFA 1 300 000 (One million and three hundred) and valid for thirty (30) days
beyond the original date of the validity of the offers

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative auîhority (Senior Divisional Officer, Divisional Officer...) in accordance with the Spécial Conditions of the invitation to tender.

The bids shall be opened in one phase. The administration, technical and financial bids shall be opened on 08/04/2025 from 11 a.m. local time by Internai Commission of Public tender of Foumbot Council

1.Eliminatory criteria
Bids shall be eliminated according to the following criteria;
> To be under a termination conséquence (article 18 (a,b,c) of the public contracts code);
> Failure of satisfying at least 70% of the criteria during the technical bid's évaluation;
> Non justification of at least one required reference:
> Omission of a quantifled price unit in the financial offer;
> Incomplète Administrative document non-regulated in the 48 h after the opening;
> False déclaration, forged or scanned documents;
> Certification of previously certified documents:
> Absence of the bid bond.
2. Essential criteria
The évaluation of technical bids based on the essential qualification criteria below:
• The présentation of the offer (04 yes)
• Supplier s references (06 yes)
• Expérience of supervisory ( 12 yes)
• Material and essential equipment (11 yes)
• The exécution methodology. the planning, the site's visit report and proposals of exécution (09 yes)
• The financial offer of the candidate (05 yes)

The contract will be awarded to the tenderer submitting the lowest bid and meets the necessaiy technical and administrative capacities.

Bidders will remain committed to their offers for thirty (120) days from the deadline set for the submission of tenders.
