04 MONTHS

Each bidder must attach to their administrative documents a receipt for deposit of the provisional security issued by the CDEC if it is subscribed in a firsl-rate bank. Said provisional security is a bid guarantee with a validity period of one hundred and twenty (120) days established according to the model indicated in the Call for Tenders Documents by a first-rate financial institution approved by the Minister in charge of Finance. The amount in FCFA of said guarantee is 1,900,000 (one million nine hundred thousand) CFA francs.
The provisional security will be released automatically no later than 30 days after the expiry of the validity of the offers for bidders who were not selected. In the event that the bidder is successful in the contract, the provisional security will be released after the constitution of the final security

Offers received after the date and time of submission of offers or those not respecting the niethod of séparation of the financial offer from the administrative and technical offers will be inadmissible.
Under penalty ofrejection, the required administrative documents must imperatively be produced in originals or in copies certified as true copies by the issuing department, in accordance with the provisions of the Spécial Régulations of the Call for Tenders.
They must be dated less than three (03) months from the initial date of submission of offers

The opening of the bids will take place on 01/04/2025 at 09:00 sharp in the proceedings room of the Municipality of KOUOPTAMO

Eliminary criteria
' - Absence ofanadministrative document (submission deposit iftaken out in an approved bank; (deposit receipt at the CDEC);
- Failure to comply with the submission template;
- Absence of a déclaration of commitment to comply.with environmental and social clauses
- Absence of a quantified unit price;
- Technical score lower than 70%;
- Absence or non-compliance of an administrative document other than the bond 48 hours after the opening of the bids;
- False déclaration, falsilied document.
Essential criteria:
The évaluation of technical offers will be made on the basis of the 26 essential criteria cited below:
a) Présentation of the offer on 02 criteria;
b) Personnel on 06 criteria;
c) Material means on 08 criteria;
d) Methodology on 05 criteria; * .
e) Expérience on 03 criteria.
f) Categorization on 02 criteria

The contract will be awarded to the bidder submittjng the lowest evaluated bid and meeting the required technical and administrative capacities

Tenderers remain bound by their offer for ninety (90) days from the initial date set for the submission of offers.
