The Mayor of Kouoptamo council, Contracting Authority, hereby launches on behalf, an open National Invitation to tender for the recruitment ofEngineering Firms to ensure the works construction ofthe commercial bulding R+1 to the Market center of Kouoptamo, in Kouoptamo Council

The Works concemed in this Invitation to tender comprise ai! the building trades provided within the framework of the bills of quantities and costestimâtes, especially:
a) Preiiminary works ;
b) Foundation ;
c) Masonry works and élévation
cJ) Masonry works ; 
ej woodjoinery;
fj Openery
g) Electricity large current;
h) Sanitary plumbing
i) Revetment
j) Painting
k) Project identification

The estimated costfor the works shall be CFA F one hundred millions (100 000 000) per lot, i.e. CFA F

Participation in this Restricted Invitation to tender shall be open to ail enterprises based in Cameroon, showing proof of good aptitudes in temns ofthe construction ofbuildings accommodating the public

The services the purpose of this Open National Invitation to tender shall be funded by the public investment budget. 2025 Financial Year

The maximum performance period provided by the project owner for the exécution of the works which constitutes of this invitation to tender shall be_04_(four ) months with effect from the notification of the commencement Order for the start of the works,

Each bidder should inctude in their administrative documents, a bid bond amounting CFA F two millions (2 000 000), issued by a first rank bank approved by the Ministry in charge of Finance and ofwhich the list features in document 12 ofthe DAG, valid for thirty (30) days beyond the original date ofthe validity ofbids.

he other required administrative documents should absolutely be produced In originels or in certified true copies by the, issueing service or an administrative authority (Governor, Senior Divisional Officer, Sub-Divisional Officer), in accordance' with the Spécial Régulations of the Tender Document.
They should absolutely be dated not more than three (03) months prior tothe date ofsubmission ofthe bids or having been issued after the date ofsigning the Invitation to tender. 
Any bid not compilant to the prescriptions of this Notice and Tender Document shall be declared inadmissible. Notably, the absence of a bid bond issued by a first rank bank approved by the Ministry in charge of Finance or the non-compliance of model Tender Documents, shall entail the rejection ofthe bid.
NB : The chèques, even certified, shall not be accepted for and in the place of bid bond.

The opening will take place on_01/04/2025_at am local time in the conférence room by the Internal
Kouoptamo Tender Board for Buildings and Public Amenities in the hall based at the Kouoptamo council Bids reçeived after the deposit date and time limit indicated shall not be accepted.

1.Eliminatorycriteria
The eliminatory criteria include:
- Absence of an administrative document (submission deposit if taken ont ïnm approved bank; (deposit receipt at tlie CDEC);
- Failure to comply with the submission template;
- Absence of a déclaration ôf commiîment to comply with environmental and social clauses
- Absence of andeposit submission document by the close ofthe opening session; 't
- False déclarationor falsified documents;
- Omission ofa quantified unit price in the financial schedule ofvalues;
- Technical score less than 70% évaluation criteria; 2. Essential criteria
Technical bids shall be scored according to the following essential criteria:

The contract shall be awarded to the bidder presènting the lowest bid and fulfilling the required financial, technical and administrative requirement resulting from the criteria said tobe essential oreliminatory.

Bidders shall remain committed by their bids for a period of one hundred and twenty (120) days with effect from the deadline set out for the admission of bids
