1.Objet New(Additif)

As part of the implementation of the 2025 Public Investment Budget, the Mayor of the Bangangté
Commune, the Contracting Authority, is launching, on behalf of the Bangangté Commune, an Open National Invitation to Tender under an emergency procédure for the exécution of the above works in three
lots.

2.Consistance des prestations New(Additif)

For each Lot, the Equipment includes

The estimated cost of the opération at the end of the preliminary studies is :
For Lot 1: 37,300,000 CFA francs.
For Lot 2: 8,000,000 CFA francs

The Equipment is subdivided into two lots

5.Participation et origine New(Additif)

Participation in this call for tenders is open to ail small and medium-sized companies incorporated under Cameroonian law and with proven skills in the field of public works

6.Financement New(Additif)

The equipment covered by this call for tenders will be fmanced by :
Loti: BIP MINEFP 2025;
Lot 2: BIP MINPFF 2025;

7.Consultation du Dossier New(Additif)

The physical file can be consultée! free of charge during working hours at the project owner's offices, contracts department, téléphoné 675 16 93 99/695 98 36 46 as soon as this notice is published.
It can also be consulted online on the ARMP website (www.armp.cm)

8.Acquisition du Dossier New(Additif)

The physical version of the tender dossier can be obtained from the Bangangté town hall contracts department as soon as this notice is published, against payment of a non-refundable sum of 50,000 (fifty
thousand) CFA francs, payable to the Bangangté municipal revenue office, representing the cost of
purchasing the tender dossier

9.Remises des offres New(Additif)

Tenders, in seven (07) copies of which one (01) original and six (06) copies must be marked as such, must reach the Bangangté Town Hall contracts department no later than du 14 April 2025 at 09:00 at the latest and must be marked:

10.Delai de Livraison New(Additif)

The maximum period stipulated by the project owner for the supply of the equipment, which is the subject of this invitation to tender, is 03 (three) calendar months for each lot. This period runs from the date of notification ofthe service order to begin work

11.Cautionnement Provisoire New(Additif)

Each tenderer must enclose with his administrative documents a stamped bid bond, paid in hand, issued by a body or fînancial institution approved by the Minister of Finance to issue bonds in the fieid of public contracts, the list of which appears in Exhibit 14 of the DAG, the amount of which is : 746,000 (seven hundred and forty six thousand) CFA francs for lot 1 and 160,000 (one hundred and sixty thousand) CFA
francs for lot 2 and valid for up to thirty (30) days beyond the initial date of validity of the tenders. The absence of a bid bond issued by a first class bank or a first class fînancial institution authorised by the Ministry of Finance to issue sureties in the context of public contracts, will resuit in the tender being rejected outright. A bid bond produced but having no connection with the consultation concemed shall be considered absent. A bid bond presented by a tenderer during the tender opening session is inadmissible.

12.Recevabilité des Offres New(Additif)

The administrative documents and the fînancial offer must be placed in separate envelopes and submitted in a sealed envelope.
The project owner will not accept:
- Envelopes bearing indications of the tenderer's identity;
- Envelopes received after the deadline for submission;
- Bids without any indication of the identity of the tenderer;
- Failure to présent the purchase copy of the DAO receipt to the Procurement Department when
submitting tenders.
Any tender that is incomplète in accordance with the requirements of the Tender Documents will be declared inadmissible.

13.Ouverture des Plis New(Additif)

The bids will be opened at one time on 14 April 2025 at 10 a.m. sharp by the Bangangté Commune's Internai Contract Award Committee, in the auditorium of the town hall.
Only tenderers may attend this opening session or be represented by a single duly authorised person of their choice, even in the case of a group of companies.
On pain of rejection, the documents in the administrative file required must be produced in originals or in copies certifîed as true by the issuing department or the compétent Administrative Authority, in accordance with the provisions of the Spécial Rules for Invitations to Tender. They must be less than three
(03) months old or have been drawn up after the date of signature of the tender notice.

14.Critères d'évaluation New(Additif)

1 Eliminatory criteria
These include:
• The absence of the bid bond when the bids are opened;
• Présentation of the bid bond during the bid opening session;
• Failure to produce, after the deadline of 48 hours following the opening of bids, a document in the administrative file deemed to be non-compliant or missing when the bids were opened;
• False déclarations, fraudulent manoeuvres or falsified documents;
• Failure to comply with 70% of the essential criteria in the technical file;
• The absence of a quantified unit price in the Financial Offer;
• The absence of an élément of the Financial Offer (the tender, the BPU, the DQE);
• The absence of the dated and signed integrity charter

• The absence of the dated and signed déclaration of commitment to comply with environraental and social clauses;
• Being on the list of companies suspended by the Public Procurement Authority;
• The number of copies of tenders is less than seven (07);
• Failure to présent the purchase copy of the DAO receipt to the Procurement Department when tenders are submitted.
15.2. Essential criteria
The essential criteria for the qualification of tenderers will relate, by way of indication, to:
• the présentation of the tender;
• the tenderer's references;
• fmancial capacity (access to a line of crédit or other fmancial resources, turnover, proofof financial
solvency);

15.Attribution New(Additif)

The project owner awards the contract to the tenderer who has submitted a bid that meets the required technical and financial qualification criteria and whose bid is evaluated as the lowest, including any proposed discounts (see art. 34 of the RGAO)

16.Durée Validité des Offres New(Additif)

Tenderers remain bound by their tender for 90 days from the initial deadline for submission of tenders
