As part of the implementation of the Public Investment Budget, the Mayor of Massangam council, project owner launches on behalf of the Ministry of decentralization and local development, a Call for closed National Offers in emergency procedure for the electrification work of (mapètouen - new  Bangourain bus station) Bangourain Council, Noun Division, West Region

The work, objects of this Call of Offers, concern the electrification work of (MAPÈTOUEN - NEW BANGOURAIN BUS STATION) Bangourain Council, Noun Division, West Region.

The consistency of these works is detailed in the “Detailed estimate” and in the “Unit Price List” of each lot.

The estimated cost of the transaction at the end of the studies is 12 067 855 fcfa

The works, which are the object of this open national invitation to tender concerns one (01) batches

Participation in this tender shall be open on equal conditions to all Cameroon-based public works contractors

Works under this tender shall be financed by the Public Investment Budget of the MINDDEVEL as part of the uf 2025 annual program and following

The tender document may be consulted during working hours at the Bangourain Council

Physical version of tender documents will be available for consultation and collection during business hours at the Bangourain Council, (Public Contract Service) Tél :  698 16 97 39  upon presentation of an original of a non-refundable treasury receipt of payment into the Bangourain Council Treasury is 24 150 FCFA

Each offer Drafted in English or French and in seven (07) copies, including one original and six (06) copies, labelled as such, tender shall be submitted in a sealed envelope and against a receipt at the unit of launching of tenders of the Internal Commission in charge of Public Contracts situated at the Bangourain Council, not later than 10/04/2025 at 10 o’clock They shall bear the following:

FOR THE ELECTRIFICATION WORK (MAPÈTOUEN - NEW BANGOURAIN BUS STATION) BANGOURAIN COUNCIL, NOUN DIVISION, WEST REGION. 

     “To be opened only during the bid-opening session”

(URGENCY PROCEDURE)

The maximum turnaround time provided by the contractor for the work is three (03) months. The period runs from the date of notification of the service order to begin work

Each tenderer must attach to his administrative documents a tender security in the form specified in the Bidding Documents and the amount of which is 241 357 F CFA

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

They must not be more than three months preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The administrative documents, the technical and financial proposals shall be opened on 10/04/2025, à 10 O’clock local time, At the Internal Commission in charge of Public Contracts situated at the Bangourain Council. Tenders shall be opened in one go and in three steps:

Step 1: Opening of envelope A containing the administrative document (volume 1);

Step 2:  Opening of envelope B containing the technical proposal (volume 2);

Step 3: Opening of envelope C containing the financial offer (volume 3).

All tenderers may attend the opening session or each has themselves represented by one mandated person of their choice (even in the event of a joint-venture) with sound knowledge of their file

Eliminatory criteria

Bids shall be eliminated according to the following criteria:

Ø  Appear on the updated list of suspended companies;

Ø  Obtain less than 70% of yes on the essentials criteria of technical offers;

Ø  Omission of a quantify unit price;

Ø  Omission of bid bond;

Ø  Omission of declaration to submit;

Ø  False statements or falsified documents;

Ø  Insufficient Production of the offer’s copies;

Ø  Certification of previously certified documents;

Ø  Absence of the declaration of commitment to compliance with environmental and social clauses dated and signed.

Ø  Production of insufficient copies of offers (less than seven)

Ø  To have presented one civil servant;

Ø  Absence of honour declaration do not abandon a work over the past three years

Ø  Administrative file (no compliance of an administrative file) not completed in 48 h.

 Essential criteria

Bids shall be evaluating according to the following criteria:

-          The presentation of the offer (02 criteria);

-          Supplier’s references (05 criteria) ;

-          Experience of supervisory staff (08 criteria) ;

-          Material and essential equipment (05 criteria);

-          The execution methodology, the planning, the site’s visit report and proposals of execution (06 criteria);

The contract will be awarded to the bidder with the least offer who acquires the required technical and administrative capacities

Tenderers shall be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline
