Within the framework of realizing the activities under the funding of the 2025 Cocoa Export Tax Subsidy allocated by the Ministry of Trade, and executing the 2025 Public Investment Budget allocated to SOWEDA by the Ministry of Agriculture and Rural Development (MINADER), the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Supply of Farm Inputs and Equipment to SOWEDA.
The services related to this contract shall comprise the Supply of Farm Inputs and Equipment to SOWEDA to support Farmers of the Cocoa Sub-Sector and farmers in other agricultural sectors in the South West Region as described in the technical specifications given below.
The estimated cost of this tender is tender is 78,000,000 (Seventy eight million francs) CFAF, taxes inclusive allotted as follows:
· Lot I: FCFA 28,000,000 (twenty eight million francs)
· Lot 2: FCFA 50,000,000 (fifty million francs)

The tender is open to duly legalized Cameroonian based enterprises that are experienced in the supply of AgroChemicals/farm tools and which fulfill the requirements of this invitation to tender.
The supplies which are subject of this invitation to tender shall be financed by the 2025 public investment budget allocated to SOWEDA by the Ministry of Agriculture and Rural Development (MINADER) and the 2025 Cocoa Export Tax Subsidy Budget of the Ministry of Trade (MINCOMMERCE) allocated to SOWEDA.
Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.).
The tender file may be obtained from the saine address above, as soon as this notice is published against payment of the sum of FCFA 60,000 (sixty .thousand francs), payable into the CAS-ARMP Account opened in any BICEC Bank Branch.

The maximum deadline provided for the delivery of the varions items that are subject of this tender is fixed at 01 (One) month. The items shall be delivered at SOWEDA Head Office in Buea.
Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File amounting as follows:
· Lot 1: FCFA 560,000 (Five hundred and sixty thousand francs)
· Lot 2: FCFA 1,000,000 (One million francs)
The bid bond shall remain valid for thirty (30) days beyond the date of validity of bids.

The bids shall be opened in a single phase on 04/04/2025 at 11:00 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated person.
12. Evaluation Criteria 14.1: Eliminatory Criteria
1. Absence of a bid bond;
2. Absence or non-conformity of an administrative document within 48hours after bids opening;
3. False declaration or falsified document;
4. Non-compliance with al least 70% of the minor technical specifications of the item;
5. Absence of quantified unit price;
6. Absence of declaration of non-abandonnent of a public contract during the last three years;
7. Non-satisfaction of at least 3/5 yes of the essential criteria;
8. References in similar domain of similar supplies: at least 02 similar supplies during the last 05 years
9. Financial capacity below 50% of the amount of the project

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidder.
Bidders shall be bound by their bids for a period of 90 (ninety) days effective from the date of opening of bids.
