Within the framework of the implementation of its 2025 approved MINADER activities, the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Construction of Drill Borehole Equipped with Submersible Pumping System and Renovation of Some Structures at the SOWEDA Training Center in Kumba, Meme Division - South West Region, By Emergency Procedure.
The various works to be executed shall include: Site installation/Preparatory Works Drilling Works
Connection and distribution
Renovation works
Concreting works
Painting
Wood, Carpentry and Ceiling Works
The estimated cost of the works following prior studies shall be in two lots which stands at the sum of FCFA 20,000,000 (twenty million francs) broken down as follows:

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.
The works which forms the subject of this invitation • to tender shah! be financed by the 2025 IVIINADER Public Investment Budget allocated to SOWEDA.
Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.) Monday to Friday.
The file may be obtained from the same address above, as soon as this notice is published against payment of a nonrefundable fee of 50,000 (fifty thousand) francs CFA, into the CAS-ARMP Account N° 335 988 in any BICEC Bank Branch.

The maximum deadline for the execution of the works shall be 02 (two) months from the date of issue of Service Order for the commencement of works.
Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File amounts as follows to:
· Lot 1: FCFA 250,000 (Two hundred and fifty thousand francs)
· Lot 2: FCFA 150,000 (One hundred and fifty thousand francs)

The offers shah be opened in a single phase. The administrative, technical and financial bids shah be opened on 21/04/2025 at 11.00 a.m., local time by the SOWEDA Internai Tenders Board in the SOWEDA Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Absence of a bid bond

·:.• Absence of declaration of non-abandonment of a public contract during the last three years;

Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.
The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically
Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
