Within the framework of the 2025 Public Investment Budget the, Mayor of Toko Council on behalf of the Minister of Finance hereby launches an Open National Invitation to Tender by emergency procedure for the Acquisition of one (01) 75hp Boat Engine, one (01) Cock and accessories for Toko Council (Fishing Activities
The services of this contract comprise notably: for the acquisition of 75hp engine, boat and accessories for Toko Council (fishing activities). The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications
The estimated cost after preliminary studies is fifteen million (15 000 000) FCFA
The supplies are divided into one (01) lot defined as follows: Acquisition of 75hp englue, boat and accessories for Toko Council (fishing activities)
Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender
Supplies which foret the subject of this invitation to tender shall be financed by Public Investment Budget (MINEPIA) of the 2025 financial year,

The bids shall be opened in a single phase on the 30/04/2025 at 11arn local time by the Tenders Board of the Contracting Authority at the Conference Hall of Toko Council
Only bidders may attend or be represented by a duly mandated person.
11. Evaluation criteria
The evaluation of bids shah] be carried out in three stages:
- lst Stage: verification of the presence and conformity of each administrative document;
- 2nd Stage: Evaluation of the technical bids;
- 3rd Stage: Analyses of the financial bids.
The criteria of evaluation shah! be as fohlow
14.1 Elirninatory criteria
The non-respect of these criteria shall lead to the rejection of the bid by the bidder.
They include notably:
- Absence of bid bond (shall lead to out right rejection of the bid);
- False declaration or falsified document;
- 
Non-compliance with major technical specifications of the supply; Non respect of 02 essential criteria;
- Absence of quantified unit price ;
Non-compliance with the mode] tender;
14.2 Essential criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
- Turnover as in business license above or equal to 10 million francs; Yes/No
- Availability of spare parts; Yes/No
- Presentation of bid; Yes/No
Experience of staff (Supervisory staff with at least five years' experience in supply
works); Yes/No
- Access ta a credit une or other financial resources (10 million francs at least); Yes/No
References of similar jobs; Yes/No
- Methodology Yes/No
Non-respect of two (02) of the above criteria shall entail rejection of the bid
The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the .basis of Oie lowest bid and technical quality, in accordante with article 99 of the Public Contracts Code. That is, it shah be awarded to the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their offers for a period of ninety (90) days from the deadline set for the submission of bids.
