Within the framework of the 2025 Public Investment Budget, The Mayor of Toko Council, hereby launches an Open National Invitation to Tender for the opening of farm to market road from Toko to Bareka I Batanga
The works comprise notably: opening of farm to market road from Toko to Bareka I Batanga. The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated cost aller preliminary studies is twenty three million (23,000,000) FCFA
The works are divided into one (01) lot as follows: opening of farm to market road from Toko to Bareka I Batanga
Participation in this invitation te tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender
Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2025 financial year, budget head

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File, of an amount of four hundred and sixty thousand (460,000) FCFA and valid for thirty (30) days beyond the date of validity of bids

The bids shah be opened a single phase on the 30/04./2025 at llam local time by the Tenders Board of the Contracting Authority at the Conference Hall of Toko Council
Only bidders may attend or be represented by a duly mandated person.
The evaluation of bids shall be carried out in three stages:
- lst Stage: verification of the presence and conformity of each administrative document; - 2nd Stage: Evaluation of the technical bids;
- 3rd Stage: Analyses of the financial bids. The criteria of evaluation shah be as follow
i. Eliminatory criteria
Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
They refer especially to:

ii. Essential criteria
Essential criteria are those that are primordial or key in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender. They must be determined in relation to the nature and content of the works to be executed.

The non-respect of two (02) of the above criteria shall cause the elimination/rejection of the bid.
The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the Public Contracts Code. That is, it shah be awarded te the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their offers for a period of ninety (90) days from the deadline set for the submission of bids.
