Within the framework of the 2025 Public Investment Budget the, Mayor of Toko Council on behalf of the Minister of Finance hereby launches an Open National Invitation to Tender by emergency procedure for the Supply and Installation of 30 Solar Street Lights at Dibonda I, Dibonda II, Itali and Ndoi II

The services of this contract comprise notably: for the SUPPLY AND INSTALLATION OF 30 SOLAR STREET LIGHTS AT DIBONDA I, DIBONDA II, ITALI AND NDOI II. The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated cost alter preliminary studies is fifty million (50,000,000) FCFA

The supplies are divided into one (01) lot defined as follows: Supply and Installation of 30 Solar Street Lights at Dibonda I, Dibonda II, Itali and Ndoi II

Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender

Supplies which  form the subject of this invitation to tender shall be financed by PublicInvestment Budget of the 2025 financial year, budget head

The maximum deadline provided by the Project Owner for the delivery of the supplies forrning the subject of this invitation to tender is three (03) months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File, of an amount of one million (1,000,000) CFA francs and valid for thirty (30) days beyond the date of validity of bids.

The bids shah be opened in a single phase on the 02/05/2025 at 11am local time by the Tenders Board of the Contracting Authority at the Conference Hall of Toko Council

Only bidders may attend or be represented by a duly mandated person

-           False declaration or falsified document;

-           Non-compliance with major technical specifications of the supply (to be listed); Non respect of 02 essential criteria; Absence of quantified unit price ;

-           Non-compliance with the model tender;

Absence of prospectus accompanied by the technical sheets from the manufacturer; 14.2 Essential criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

Turnover as in business license above or equal to 40 million francs;               Yes/No

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the Public Contracts Code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer

Bidders will remain committed to their offers for a period of ninety (90) days from the deadline set for the submission of bids.
