Within the framework of the 2025 Public Investment Budget the, Mayor of Toko Council on behalf of the Minister of Finance hereby launches an Open National Invitation to Tender by emergency procedure for the Supply and Installation of 23 solar street lights in Ikenge and Esukutan
The services of this contract comprise notably: for the Supply and Installation of 23 solar street lights in Ikenge and Esukutan. The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications
The estimated cost alter preliminary studies is 39 000 000 FCFA
The supplies are divided into one (01) lot defined as follows: Supply and Installation of 23 solar street lights in Ikenge and Esukutan.
Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender
Supplies which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2025 financial year, budget head No.

The maximum deadline provided by the Project Owner for the delivery of the supplies forming the subject of this invitation to tender is three (03) months
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. I l of the Tender File, of an amount of 780,000 FCFA and valid for thirty (30) days beyond the date of validity of bids.

The bids shall be opened in a single phase on the 02/05./2025 at llam local time by the Tenders Board of the Contracting Authority at the Conference Hall of Toko Council
Only bidders may attend or be represented by a duly mandated person
The evaluation of bids shall be carried out in three stages:
- I st Stage: verification of the presence and conformity of each administrative document;
- 2nd Stage: Evaluation of the technical bids;
- 3rd Stage: Analyses of the financial bids.
The criteria of evaluation shall be as follow
14.1 Eliminatory criteria
The non-respect of these criteria shall lead to the rejection of the bid by the bidder. They include notably:
- Absence of bid bond (shall lead to outright rejection of the bid);
- False declaration or falsified document;
Non-compliance with major technical specifications of the supply ((to be listed);
Non respect of 02 essential criteria;
Absence of quantified unit price ;
Non-compliance with the model tender;
Absence of prospectus accompanied by the technical sheets from the manufacturer;
14.2 Essential criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
Turnover as in business license above or equal to 25 million francs; Yes/No
Availability of spare parts (where applicable); Yes/No
Presentation of bid; Yes/No
- Experience of staff (Supervisory staff with at least five years' experience in supply
works); Yes/No
Access to a credit line or other financial resources (25 million francs at least); Yes/No
Availability of essential material and equipment (where necessary). Yes/No
- References of similar jobs; Yes/No
Methodology Yes/No
Non-respect of two (02) of the above criteria shall entail rejection of the bid.
The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the Public Contracts Code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their offers for a period of 90 (ninety) days from the deadline set for the submission of bids.
